Job Overview/Summary
The IRC is seeking a Regional Community Accountability Specialist for the 44 months, 18 million GBP DFID-funded Tackling Deadly Diseases in Africa Programme (TDDAP). This programme will strengthen African countries' capacity to prevent, prepare and respond to disease outbreaks, and work towards Global Health Security. Working with key international stakeholders, the programme responds to learning from recent epidemics, and aims to reduce the impact of disease outbreaks on African populations, and enhance compliance with International Health Regulations.
Applying an approach that strengthens health systems and institutions, and builds capacity to respond to high-risk epidemic diseases, the programme will work in six focal countries that have high vulnerability to disease outbreaks, which may include Uganda, Cote d'Ivoire, Cameroon, Niger, Central Africa Republic, Chad, Mauritania and Mali.
Key programme objectives will be to:
(i) strengthen countries' ability to comply with International Health Regulations (IHRs) based on assessment and prioritisation
(ii) improve governance and accountability of public health systems
(iii) support improvements to build data, evidence and accountability at national and sub-national levels
(iv) support countries' health systems and institutions to develop contingency mechanisms should a pre-crisis arise.
The Regional Community Accountability Specialist will be based in Abidjan, Cote d'Ivoire and will have dual reporting lines to the TDDAP Programme Director, also based in Abidjan, and the IRC's Governance Technical Advisor, based in New York. S/he will have the following responsibilities:
- Leads all activities on community-level aspects of TDDAP Output 3: Better governance and accountability of public health systems.
- In each of the four target countries (Chad, CAR, Cote d'Ivoire, Uganda), oversees the implementation of community-level aspects of Output 3 activities in collaboration with other consortium partners (including country-level assessments of accountability and reporting mechanisms, support ministries of health to improve or develop and roll out an effective accountability, capacity assessment of CSOs at national, sub-national, and community level, and capacity building and technical assistance to national-level CSOs on accountability for global health and on strengthening sub-national and community-level CSOs on accountability for global health).
- Oversees the overall quality of activities related to community-level accountability
- Contributes to the refinement of the overall strategy and approach for Output 3 and to the development of annual workplans
- Coordinates community-level accountability aspects of Output 3 with Output 3 lead and other contributors and ensure that Output 3 activities related to community-level accountability are implemented according to the defined approach and workplan
- Reviews community-level aspects of Output 3 deliverables produced by the STTAs (e.g. research and evidence briefs, training modules, reports, recommendations, toolkits, etc.)
- Contributes to cross-country learning and sharing of experience and good practices among the four country STTAs and between Output 3 community-level activities/deliverables and other Outputs.
Advocacy and Representation:
- Advocates and collaborates with WHO, Health authorities of the target countries, and regional and national CSOs on community-level accountability
- Establishes and maintains collaborative relationships between IRC and other consortium members, as well as with IRC country offices.
- Provides expert contribution to the development or adaptation of national policies, guidelines and standards that promote accountability for global health.
Monitoring, Evaluation and Research:
- Contributes, for community-level accountability aspects of Output 3, to the monitoring of activities and deliverables, and to reporting
Management:
- Manages contractual and programmatic aspects of relations with Output 3 lead consortium partner
This position is contingent on the IRC being awarded funding and is anticipated to begin in July or August 2018.
Experience/Qualifications:
- Master's degree in public health, international development, law or social science
- At least seven years' experience in design and implementation of health and/or governance programs in developing countries
- Demonstrable technical expertise and working knowledge of health governance, particularly community accountability, preferably in a conflict or post-conflict environment in Africa
- Proven track record of successfully providing technical assistance on large-scale health or governance programs, including research, capacity assessments, curriculum and tool development, etc.
- Experience working with DFID-funded projects preferred
- Excellent writing, communication and organizational skills
- Knowledge of common software (MS Office)
- Proficiency in English and French
- Ability to travel up to 60% travel to Chad, CAR, and, Uganda
