The IRC's vision is to lead the humanitarian field by implementing high-impact, cost-effective programs for people affected by crisis and by using our learning and experience to shape policy and practice. To achieve that vision, the IRC's Program Quality Unit (PQU) provides technical assistance to IRC's country program staff and shares what we learn to influence policy and practice.
PQU has three central objectives that we work towards:
1) Guide program design to achieve outcomes by incorporating the best available evidence
2) Build technical capacity of country program staff to implement, measure and continuously improve programs
3) Influence the IRC, peer agencies and donors to use proven interventions and generate new evidence to achieve change in peoples' lives
PQU is comprised of seven Technical Units, all of which have deep expertise in their respective sectors: Education, Economic Wellbeing, Gender Equality, Governance, Health, Violence Prevention and Response, and Research Evaluation and Learning (REL).
Health programs represent the largest single sector within which IRC currently operates, constituting approximately 45% of the international budget and with activities in over 22 countries. Field-based health staff is supported by a headquarters Health Unit comprised of health professionals with many years of experience in humanitarian work. The Health Unit contributes to the effectiveness and comprehensiveness of IRC primary health care, nutrition, immunization, reproductive health, epidemiology & research, emergency and environmental health programs through technical support, staff development, and institutional learning. The Health Unit ensures quality programs by promoting self-reliance, participation, sustainability, equity, and human dignity. The Health Unit is committed to the development of the field of humanitarian assistance through advocacy, documentation of lessons learned and research.
Job Overview/Summary:
The Health Unit Program Manager is responsible for providing administrative support to the Health Technical Unit and assisting with the development of relevant guidelines, tools and resources to support HU programs around the world. This position reports to the Senior Coordinator of Grants & Operations. The Program Manager is responsible for programmatic and administrative support in close collaboration with colleagues in the Health Unit and in other HQ units and departments, including but not limited to Policy and Practice, Revenue and Finance, Grants staff, and some liaising with IRC Europe and Washington offices as needed, as well as field offices.
Major Responsibilities:
Administrative Tasks and Technical Assistance
- Review and submit for approval travel expense reports, purchase orders, contract payments and other finance transactions
- Manage contracts, payments and other administrative tasks for HU consultants.
- Oversee and manage onboarding of new staff by ensuring all necessary hiring forms are submitted, equipment is ordered and set up and orientation meetings are scheduled. Provide close assistance to new staff during initial period of employment.
- Coordinate communications with IRC's support departments.
- Coordinate and participate in HU team meetings.
- Assist Health Unit staff with organizing desk and meeting spaces, including scheduling meetings for guests to New York Headquarters when necessary.
- Help manage HU technical director's calendar.
- Manage the implementation and use of the Health Unit Shared Calendar
- Track vacation and sick leave time off for all Health Unit staff.
- Provide technical support to HU Technical Advisors as requested, which can include the review and contribution to proposal development, review of reports, and representation of IRC's HU team at meetings and conferences.
Project Management Support
- Manage Health Unit-hosted events for large international conferences and meetings attended by Unit employees, ensuring proper coordination of events and following through to ensure that all materials and schedules are properly aligned
- Develop and manage detailed implementation plans for projects, with clearly defined roles, responsibilities, dependencies, risks, and timeframes
- Develop and manage logical frameworks to support the effective monitoring for the quality and scope of activities/outputs, and progress towards expected results
- Assist with travel logistics, planning, reporting and additional support as needed.
Knowledge Management
- Respond to day-to-day communications in a timely manner, ensuring that relevant team members are informed and copied as necessary.
- Develop and manage logical frameworks to support the effective monitoring for the quality and scope of activities/outputs, and progress towards expected results
- Respond to day-to-day interdepartmental, field and external requests for information.
- Review and continuously maintain Health Unit's internal resources and documents.
- Review, facilitate and/or disseminate appropriate resources to the field.
- Update and maintain internal and external RescueNet page.
- Lead the maintenance of the Health Unit intranet site, including updating the organogram with staffing changes in a timely manner and posting new documents as requested
Grants Management and Finance
- Manage and review health unit's main endowments (TR211 and TR258) and review any questionable charges with scrutiny, prepare recodes if necessary.
- Update and collect metrics for the Program Quality Unit QSR metrics (occurs quarterly).
- Prepare journal entry forms for finance recodes (JV).
- Provide administrative support to grants including but not limited to cost-share reporting, consultant hiring, document signing, and managing OTIS (Opportunity Tracking Information System) workflows
- Work with other technical unit grants & budget managers to streamline and harmonize IRC processes
Staff management
- Supervise interns/volunteers
Job Requirements:
- Bachelor's degree in a related field (Education, Int'l Affairs, Social Work, etc.) - or equivalent.
- Minimum 2 years related non-profit and/or administrative work experience desirable. Some field experience a plus, Global Health experience in particular.
- Proven writing and editing skills: the ability to draft memos & letters and edit reports and proposals.
- Solid organizational and administrative skills, with a proven ability to prioritize projects with attention to detail.
- Excellent computer skills: MS Word, Excel, and file sharing.
- The ability to work independently and productively in a fast-paced environment - pro-activity and initiative to problem solve within the job parameters is essential.
- Willingness to travel.
