The IT department supports the organization's work by providing reliable and scalable applications and infrastructure for the IRC's offices in the US and around the world, including many technologically challenging locations.
Job Overview:
The Deputy Director of HRIS Applications leads the research, analysis, implementation, operations, and support of applications to support IRC's HCM initiatives and ensures the alignment of IRC systems to end user needs and organizational goals.
The role leads a team of HCM specialists that includes solution architecture, business systems analysis, integration analysis, and support. The role collaborates with HR business users globally to ensure that HCM needs are understood, documented, sequenced and supported, and with other IT groups to ensure that the entire department's skillset is brought to bear on HCM needs, including other application and data competencies, project management, infrastructure, and business relationship management.
This position will work with HR and IT management to create and deliver a strategy for IRC HRIS Applications that is coordinated around agency-wide concerns that include user experience, security, reporting, scalability, and reliability.
Major Responsibilities
- Provide global strategy and operations leadership for all applications used in support of the HR functions at IRC
- Hire, develop, and manage a high performing HRIS team in a distributed environment
- Develop and maintain strong collaborative and trusting relationships with business and technical stakeholders
- Collaborate with colleagues in HR to define, deliver, and support implementation of business systems needs for HR administration including workflows, user experience, analysis, reporting, and integrations
- Collaborate with information security personnel to define and operate HRIS security strategy for all HR systems
- Collaborate with IRC data management personnel to continuously define and deliver enhanced, secure reporting capabilities across HR business functions to all relevant IRC personnel
- Stay current with external developments in HR systems from current and potential vendors that could be used to enhance the of delivery IRC's HR business needs
- Lead the technical relationship with SAAS vendors to ensure smooth and consistent operations and issue resolution
- Lead the technical relationship with internal IRC technical teams to deliver HR application needs
- Oversee the planning and execution of project and work management activities in support of HCM operational and project delivery
- Oversee the design and delivery of change management in support of HCM systems including materials, training delivery, communications and assessment
- Perform other special projects as needed

Position directly supervises: Business Analysists, Support Staff, Solution Architect
Indirect Reporting: CHRO, Director HR Operations, HR Leadership and Partners
Other Internal and/or external contacts: The position interacts with all levels of management, employees and possible outside vendors. High level of partnership with HR and IT
Required Skills
- 5 years of experience in an HRIS senior management role and 2 years of experience leading an HRIS team
- 5 years of experience with enterprise HCM SAAS systems such as Workday and Cornerstone in a large (1000 user +) global environment
- 5 years of experience with HRIS business content (compensation, benefits, time and attendance, performance, payroll)
- 5 years of experience and a broad skillset in support of business systems operations and implementation including requirements gathering and prioritization, business process modeling and refinement, data management, project management, meeting facilitation, writing, presentation, and communications
- 5 years of experience supporting external and internal systems integrations necessary for HCM functions
- Truly excellent interpersonal skills; ability to effectively listen to and liaise with colleagues on all levels in a distributed, multicultural, detail-oriented environment (without losing a sense of humor)
- Experience talking to different levels of an organization in relevant, non-technical language
- High proficiency with MS Office suite, particularly Excel, PowerPoint, and Visio
- Travel Requirements: Willing to travel 25%, to remote areas of the world
