Job Description
BACKGROUND
The International Rescue Committee, one of the world's largest humanitarian agencies, provides relief, rehabilitation and post-conflict reconstruction support to victims of natural disaster, oppression and violent conflict in 42 countries. The IRC has worked in Sierra Leone since 1999. The IRC currently programs across three core sectors 1) Health 2) Women and Girls' Protection and Empowerment (WGPE), and 3) Education. The IRC is committed to supporting the Government of Sierra Leone in the strengthening of the country. We seek to build upon our programming experience and introduce new programs that are adaptive, collaborative and evidence-driven, leading to a more educated, safe, healthy and empowered Sierra Leone.
SCOPE OF WORK
Building on this work over the years, the IRC in Sierra Leone has developed a new program framework, strategy and vision for 2016 - 2020. The country program has committed to ensuring that children, both in and out of school, have appropriate literacy, numeracy, social-emotional skills, and will work towards the reduction and elimination of barriers to ensure that girls are equally skilled and safe as boys. In line with this commitment, and in partnership with Concern International, Restless Development and BBC Media Action, the IRC will implement the four-year Leave No Girl behind project which targets 32,500 out-of-school girls (aged 13-17) and aims to ensure they have significantly improved learning outcomes and transition to education, training or employment. Upon completion of the learning programme, girls will receive one-on-one mentorship to develop their individual transition plans.
The Senior Consortium Coordinator will be responsible for the overall coordination and management of the project and will serve as the consortium focal point. The Coordinator will ensure quality program implementation, including providing strategic guidance to consortium staff and overseeing budget management, performance management, M&E and partnership management. S/he will be responsible for maintaining good relationships with the relevant government partners, Fund Manager (FM), and DFID in-country, and will be responsible for maintaining regular contact with all consortium partners and the FM.
S/he will report to the Deputy Director of Programs and will receive technical guidance from three of the IRC's Technical Units; Education, Economic Recovery and Development, & Women's Protection and Empowerment.

AREAS OF RESPONSIBILITY
PROGRAM MANAGEMENT
- Take the lead in project planning and coordination to ensure timely and quality implementation of all program activities, and provide managerial direction and guidance in line with the program's expected outcomes;
- Provide strategic guidance in unifying approaches between programs and consortium members across districts;
- Ensure strong coordination within the consortium through chairing regular technical meetings with partner to review progress, discuss challenges, and share best practices;
- Represent the Consortium Coordination Unit on Strategic Management Board which entails providing high level updates to the board (CDs of partners), flagging areas of risk and risk mitigation strategies;
- Maintain open and effective communication amongst the Consortium, government partners and the FM/donor;
- Develop key project planning management approaches and tools and orientate relevant staff on their use;
- Oversee the project workplan and the day-to-day coordination and delivery of project activities in conjunction with key staff and partners;
- Conduct regular field visits to the district partners to provide technical support and monitor performance;
- Oversee the implementation of the MEL Framework and Research component, and facilitate course correcting interventions based on emerging findings; and
- Ensure on-time and quality reporting to the FM/donor.
FINANCIAL MANAGEMENT
- Regularly monitor partner expenditures to ensure that spending is on track and to proactively identify and address any expected under/overspend;
- Ensure that project resources, including financial are used effectively and transperantly and in order to achieve project outcomes; and
- In conjunction with the finance team, develop and monitor the project budget and ensure regular reporting to the donor/FM.
HUMAN RESOURCE MANAGEMENT
- Manage the consortium team including a LNGB Grants & Budget Coordinator, LNGB Program manager, Technical Specialists & M&E Coordinator;
- Supervise, guide and evaluate the work of program staff and consultants; and
- Oversee human resources management issues such as employment policies and practices, in line with local law.
COORDINATION AND REPRESENTATION
- Proactively build strong working alliances with government partners in the relevant ministries; and
- Represent the consortium and the IRC to DFID and PWC and other external stakeholders, effectively communicating challenges, successes, and contextual changes throughout the course of the project.
JOB REQUIREMENTS
- Advanced degree in social sciences, humanities, human rights, gender, or other relevant field or the equivalent in professional work.
- At least 8 years of relevant professional humanitarian or development experience with an international organization, including extensive exposure to education and/or gender programming.
- At least 4 years of experience in a managerial position and demonstrated capacity in project management and budget planning, including the development of spending plans, procurement plans, and work plans.
- Familiarity with DFID or other international donor guidelines strongly preferred.
- Excellent budget planning and management skills, previous experience effectively managing multi-million dollar grants required.
- Previous experience managing diverse teams to deliver results on short timelines, and experience with the capacity building of staff.
- Strong verbal communication skills and effective in representation and liaison with external actors.
- Excellent spoken and technical writing ability in English, including report writing.
- Excellent interpersonal skills, positive and professional attitude, ability to lead and work well in a team setting and with multiple partners.
