International Business & Technical Consultants, Inc., IBTCI, is pleased to issue this competitive Request for Technical & Logistical Support for Monitoring and Evaluation Workshop in Sierra Leone. This requirement will be supporting a USAID prime contract # AID-OAA-I-15-00022, Task Order # AID-OAA-TO-16-00002 for Ebola Pillar II activities. IBTCI, at its sole discretion, intends to award Firm Fixed Price Task Orders under the above mentioned Prime contract based on the Scope of Work.

M&E Training Support

The objective of the task order is to provide logistical support to IBTCI in carrying out an M&E workshop for USAID/Sierra Leone Implementing Partner Staff. This three-day workshop is tentatively scheduled in the second half of September 2018. IBTCI anticipates having 35 persons participating in the training. The scope will include attending all planning meetings during the week of the workshop and organizing all needed logistics. The key personnel for this RFTOP is a logistician. Other personnel include two note takers.

Per USAID request, the training will be held outside of Freetown in either Bo or Bombali district to encourage more participation from implementing partner staff. For this RFTOP, offerors may prepare two proposals with different budgets and personnel by location, if necessary. The decision will be made with USAID before finalizing negotiations with the winning vendor.

Selection & Evaluation

The award will be made to a responsible offeror whose offer strictly follows the RFP instructions, meets or exceeds the minimum required specification of the work, and is judged to be technically acceptable offer/best value on a price offer.

  1. Demonstrated comprehensive support for logistics, communications, and transportation to USAID staff and IBTCI staff in preparations leading up to the event. - 35 points

  2. Demonstrating how extensive, and capable and experienced the proposed team is and what are their credentials against the requirements. - 30 points

  3. Demonstrated performance of successfully conducting similar types of projects. - 15 points

  4. Presents a fair and reasonable price. - 20 points
