IRC International Programs focuses on various relief and rehabilitation programs for refugees, internally displaced persons and communities affected by conflict all around the globe.

Job Overview

The Senior Director Human Resources - International Programs will lead a global human resources team of Regional Human Resources Directors located in Amman, Dakar, Nairobi, Islamabad and Belgrade. International Programs operates in more than 40 countries with 9500 national staff, 500 expatriate staff and an additional 14,000 contingent workers. The team is responsible for developing and executing a highly effective, strategic HR function across IRC's 6 regional units (East Africa, West Africa, Great Lakes, Middle East, Europe & North Africa, and Asia) and IRC's Emergency Unit that ensures the organization has the structure, culture and talent needed to deliver on global program goals and effectively serves its beneficiaries. In support of the Senior Vice President - International Programs this individual will develop and drive the delivery of key HR strategy, services and infrastructure globally for efficient and effective services at multiple levels. They will drive the implementation and adaptation of HR global initiatives and practices. The Sr. Director Human Resources serves as advisor and counsel to maximize staffing resources and performance, ensure economy and efficiency of work processes, and contain institutional risk.

Major Responsibilities:

  • Lead global human resources for International Programs including the development of annual human resource strategies and business plans internationally, regionally and nationally in the areas of succession and workforce planning, recruitment, talent management, performance improvement, employee relations, compensation & benefits, gender equality, employee engagement and duty of care to ensure IRC attracts and inspires the right talent at the right time and in the right place
  • Evaluate, build and facilitate HR functional capacity and service delivery globally for International Programs in partnership with Regional HR Directors.

  • Implement collaborative actions to facilitate the evaluation and development of HR services and infrastructure

  • Build knowledge, expertise, and capacity, particularly at the country level, leveraging internal and external resources

  • Ensure the effective collaboration and delivery of country HR services through sound Management in Partnership matrix practices

  • Lead the planning, delivery and implementation of global HR initiatives including country director and deputy director succession planning, key policy and procedure deployment, leadership, management and field employee development, the HR Operations Scorecard, new employee on-boarding, IRC Way deployment and reinforcement, compensation and benefits plan review and improvement and other strategic HR pilots and programs across International Programs; Oversee global delivery and implementation of IRC HR global systems, standards, and initiatives; Ensure effective adaptation at all levels and compliance with the spirit and intent of labor regulations and donor requirements

  • Promote the IRC Way, the values that are critical to ensuring a safe and inclusive work environment and reinforce our commitment to the duty of care of all colleagues

  • Travel to all regions as and when needed to provide in-person HR leadership, support, technical trainings and/or management of special projects

  • Provide generalist HR support to all HQ IPD staff in response to policy inquiries, onboarding, compensation cycles, employee relations issues and exit management

  • Lead, motivate and mentor direct-reports, including communicating clear expectations, setting performance objectives, providing regular and timely constructive performance feedback, and leading documented semi-annual performance reviews inspiring maximum potential

  • Advise, counsel and/or lead, where appropriate, large and complex Employee Relations matters in partnership with IRC's Ethics and Compliance Unit

Key Working Relationships:

Position Reports to: Chief Human Resources Officer and Senior Vice President - International Programs

Direct Reports: 7 Regional Human Resource Directors

Key Internal Relationships:

  • International Programs Senior Management Team, Regional staff, Country Directors and HQ staff
  • Global Human Resources across all of the HQ functional teams and at the regional and country level

Key External Relationships: INGO counterparts; legal counsel; HR associations and networks

Job Requirements:

  • A minimum of 15 years of progressive professional HR experience with a minimum of 5 years as a regional director
  • Demonstrated success as an HR manager and leader supporting groups of 1,000+ employees at multiple organizational levels, cultures and locations within a regional or global environment required
  • Demonstrated success as an HR professional in emergency response, conflict zones and/or humanitarian aid sector preferred
  • Demonstrated success in supporting key senior management and building strong, trusted relationships
  • Proven track-record of excellent management and leadership skills including capacity-building, coaching, mentoring, performance management and delivering individual and group training
  • High degree of comfort and successful track record supervising in matrixed environments
  • Skilled in collaborating with operational and technical focal points to ensure organizational best practices are represented in work
  • Broad knowledge and experience across the broad spectrum of human resources
  • Strong collaborator with effective interpersonal and analytical skills who is able to work seamlessly across countries, cultures, and organizational units required
  • Demonstrated ability to work, manage, and meet competing deadlines in a fast-paced, high volume environment and on deadline; aptitude for problem solving and decision making needed
  • Superb inter-personal, written and verbal communication skills required
  • Must possess a highly collaborative, inclusive, consultative and resourceful workstyle that balances required compliance/policy enforcement with a steadfast commitment to client service and support
  • Excellent project management and organizational skills including detailed work planning and superior time management skills
  • Fluency in French and/or Arabic is highly desirable
  • Ability to travel globally up to 25% of the time, occasionally on short notice
  • Master's degree preferred
