Job Description Background/IRC Summary: The IRC has a rich history of assisting refugees to apply for U.S. resettlement, from its founding in 1933 to help vulnerable individuals escape Nazi-occupied Europe, to pioneering the Joint Voluntary Agency which assisted Indochinese refugees for 22 years, to operations in Croatia, Sierra Leone and Sudan. Over the years, IRC has processed some half million refugees worldwide for U.S. resettlement.
Based in Bangkok with field offices in Thailand and Malaysia, the IRC Resettlement Support Center (IRC-RSC) assists persons throughout Asia seeking permanent resettlement in the United States. The RSC prepares refugee applications for the U.S. Refugee Admissions Program, provides information to resettlement agencies about arriving refugees and offers cultural orientation training to those refugees bound for the U.S.
Job Overview/Summary: The Integrity and Compliance Coordinator is responsible, as part of the RSC's senior management team, for ensuring ongoing compliance with the USRAP Program Integrity Guidelines, the Guidelines for the Treatment of Refugee Records as well as the Cooperative Agreement with the U.S. State Department's Bureau of Population, Refugees and Migration for the Resettlement Support Center. This position acts as the focal point for overall RSC program compliance, as well as anti-fraud and malfeasance training, mitigation, prevention, investigation and record keeping for RSC Asia.
Major Responsibilities:
- Ensure compliance with requirements specified in the RSC's Cooperative Agreement and related documents, including but not limited to, the USRAP Program Integrity Guidelines, Guidelines for the Treatment of Refugee Records and Department of State Standard Terms and Conditions.
- Design and implement tools to monitor program compliance across field sites and major regional processing locations. Ensure bi-annual program compliance monitoring visits to these locations in coordination with the senior management team.
- Regularly review and maintain Standard Operating Procedures (SOPs) and Operational Guidance Memos (OGMs) to ensure internal compliance across field offices and work locations.
- Facilitate fraud and malfeasance investigations in coordination with the RSC Director, Deputy Director, Human Resources and/or the Ethics and Compliance Unit as appropriate.
- Catalog and document all reports of fraud and malfeasance, and ensure both IRC and donor reporting requirements are met.
- Develop and deliver training modules for staff on The IRC Way, ethics, fraud mitigation, confidentiality, the handling of refugee records and other compliance related topics as needed.
- Work with staff handling refugee inquiries and developing outreach materials to assure compliance with refugee communication guidelines and RSC branding guidelines.
- Collaborate with local, regional and HQ IT staff to ensure controls are sufficient and surpass guidelines for the security of electronic data.
- Collaborate with local and regional safety and security focal points to ensure standard protocols for general office and file security, as well as training for security guards regarding control of access points and visitor management.
- Act as the primary security focal point for staff traveling to regional processing locations without a regular IRC or RSC presence.
- Convene and oversee regular meetings of a staff Fraud and Ethics Committee

Job Requirements: Education: University Degree, preferably with specialization in fraud or risk management, investigations or related field. An equivalent combination of education, work experience and/or certifications will also be considered.
Work Experience:
- Minimum of three years progressive USRAP experience, particularly with pipeline management.
- Experience in a Resettlement Support Center (RSC) and familiarity with the WRAPS database is highly preferable.
- Minimum of two years managerial experience is required. Must be comfortable being a proactive member of the senior management team. Must seek to identify and communicate potential problems and propose solutions to the level of management appropriate to effect needed action.
Demonstrated Skills and Competencies:
- Able to work independently with minimal supervision
- Strong analytical and problem solving skills, with the ability to maintain strict confidentiality
- Computer literate with proficiency in Microsoft Office, especially Word, Excel and PowerPoint
- Excellent written and oral communication skills; including the ability to work effectively with colleagues and partners in a cross-cultural, multi-disciplinary environment
- Solid organizational skills with the ability to multi-task, set priorities and meet deadlines
- Formal and informal training experience
- Able and willing to travel both domestically and internationally, including remote locations; prior experience living abroad is preferred
- Flexible and able to work well under pressure in a fast-paced team environment
Language Skills: Fluent in written and spoken English. Proficiency in a refugee language is helpful, but not required.
Certificates or Licenses: Professional certifications such as Certified Fraud Examiner (CFE), Certified Information Security Manager (CISM) or Certified Risk Manager (CRM) are preferable but not required.
Working Environment: The position is currently located at the RSC office in Bangkok but is subject to change (within the region) based on programming needs and/or at the request of the donor. While primarily operating in a standard office work environment, the position does require domestic and international travel to support program delivery of throughout the region. A valid passport and the ability to acquire US and other visas, as necessary, is a requirement.
