Background/IRC Summary: The IRC is one of the nation’s leading providers of high-quality programming for refugees, immigrants and asylees. The mission of the IRC’s US Programs (USP) Department is to create opportunities for individuals to survive and thrive in America. The USP Department currently provides services in 25 US cities, and its portfolio has grown to encompass a spectrum of support with numerous local partners, hundreds of corporate, foundation, and government donors, and thousands of individual givers. The IRC is committed to developing innovative, context-specific programs in response to strategic funding opportunities with a range of local, state and federal government agencies, as well as private foundations and corporations. This work is led by the Resource Acquisition Team, in close collaboration with USP regional and technical units as well as the IRC Revenue Department.

Job Overview/Summary: The Program Officer, Post-Award, is the primary focal point on post-award grant administration duties for select USP field offices in the western United States. This includes reviewing budgets and expenses, overseeing reporting, providing training and technical support, subaward management and advising field staff on grant compliance. In addition, the Program Officer will support the Senior Development Officer with in-kind grants and online resources, and occasionally help write and edit sections of proposals for key funding opportunities, ensuring quality control for the USP business development portfolio. This position reports to the Senior Program Officer, Post-Award.

Major Responsibilities:

  • Serve as primary liaison to select USP field offices on all post-award business and quality control issues
  • Support field offices in the review, editing and submission of reports to public and private donors in coordination with other HQ staff, including regional directors, technical advisors, and AMU and Revenue department staff
  • Regularly review grant expenses and spend-down
  • Assist offices with grant adjustments, including budget and scope modifications, extensions and amendments
  • Develop tools to help streamline USP post-award processes and improve HQ support to field offices
  • Host grant opening meetings with remote project staff and carry out periodic check-in meetings
  • Liaise with IRC Legal, Compliance, Human Resources and Finance units to support grant management activities, including hiring, accounting, subawards and contracts

· Provide grant management support to the Program Quality & Innovation team

  • Support offices on the development of subaward scopes of work and budgets, and process subawards in accordance with IRC policies
  • Lead trainings on IRC processes and grants management activities
  • Participate in relevant trainings and conferences
  • Coordinate the transition of awards from the pre-award to the post-award phase
  • Work with IRC Finance unit to create and update internal grant codes

· Conduct monitoring of selected sub-grants.

· Manage portfolio of selected in-kind national grants including correspondence with donors, liaising with USP offices and donor reporting

· Manage annual subscriptions to Foundation Directory and other resources

· Maintain the Resource Development intranet site

· Conduct quality assurance checks on regional web pages when new digital platforms or changes to the IRC website are implemented.

· Other duties as assigned.

Secondary Responsibilities

  • Occasionally the Program Officer, Post-Award, will be asked to support the business development team in writing, revising and delivering high-quality proposals. This includes reviewing proposals on selected funding opportunities, including high-value and strategic proposals; and reviewing proposal budgets and budget narratives for accuracy, feasibility and consistency with the proposal narrative and IRC and donor guidelines.

Position Reports to: Senior Program Officer, Post-Award.
Position directly supervises: N/A

Other Internal and/or external contacts: The position works closely with USP offices and other departments within IRC HQ.

Job Requirements:

  • Bachelor’s Degree required, Master’s degree a plus
  • Minimum 2 years of progressive grants-related experience
  • Prior grants management and/or proposal development experience
  • Superior writing skills
  • Experience reviewing proposals and programmatic budgets
  • Knowledge of subawards and contracts, preferred
  • Familiarity with US Government grant regulations
  • Ability to travel domestically 2–3 times per year
  • Ability to work with multiple stakeholders in order to move projects forward
  • Excellent communication skills and professional approach
  • Proven ability to work flexibly and to solve problems with appropriate input from relevant stakeholders
  • Capacity to manage multiple projects and timelines and adapt to shifting priorities
