Position Description:
IBTCI is looking for several Evaluation Team Leaders for up to six mid-term and final performance evaluations to be conducted between April and October of this year. These evaluations fall under IBTCI’s contract for the USAID/Bangladesh-funded Accelerating Capacity for Monitoring & Evaluation (ACME) activity and will assess various projects under USAID’s Feed the Future (FTF) Initiative. Each evaluation is expected to involve approximately six weeks of field work plus additional time for writing the evaluation report. Prior experience designing and conducting evaluations of USAID funded projects is required.
Responsibilities:
The Team Leader will provide overall leadership for the team and will:
· Lead the design of the evaluation methodology and work plan.
· Lead overall coordination of the evaluation process.
· Provide overall thought leadership in developing and consolidating the key evaluation findings and recommendations in a presentation to USAID/Bangladesh.
· Coordinate the process of assembling the findings and recommendations into a high quality report document following USAID and ACME standards and guidelines.
· Brief the evaluation POC on progress with the evaluation on at least a weekly basis, in person or by electronic communication.
· Quickly communicate any delays or complications to USAID/Bangladesh as early as possible to allow quick resolution and to minimize any disruptions to the evaluation.
· Identify and discuss emerging opportunities to strengthen the evaluation as they arise.
Qualifications:
· Master’s degree in monitoring and evaluation methodologies, international development, agriculture, or a related field.
· At least 10 years of relevant experience in international development and monitoring and evaluation.
· At least 8 years of experience in leading or conducting evaluations of development programs.
· Familiarity with USAID regulations and systems including Evaluation Policy, Feed the Future performance monitoring guidance, gender policies and guidance, project management, budgeting, and financial analysis and reporting.
· Experience leading international teams and dealing in a culturally appropriate manner with a range of stakeholders, from high level of government officials to community members.
· Excellent written and verbal communications skills required; ability to produce a high quality evaluation report in English.
· Prior experience in Bangladesh or South Asia preferred.
· Experience in agriculture, food security, nutrition, or related areas is a plus.
