Background and Job Summary
IBTCI was awarded the Somali Program Support Services (SPSS) contract (IDIQ AID-623-I-14-00009) on August 08, 2014. The primary goal of SPSS is to provide ongoing monitoring, verification, and evaluation support to the USAID/Kenya and East Africa/Somalia Office (Somalia Office). SPSS delivers timely qualitative, quantitative, and analytical information that assists USAID in meeting the agency’s short, medium, and long term monitoring and evaluation objectives in Somalia. The SPSS team has been asked by USAID to design and submit an Activity Monitoring and Evaluation Plan (AMEP) on its internal program support activities. The indicators identified in this AMEP must be reported quarterly by SPSS as part of our future quarterly progress reports to USAID.
Principal Tasks and Deliverables
The principal tasks of the AMEP Consultant are to:
- Review the SPSS contract and Mission PMP, and develop draft AMEP
- Travel to Nairobi
- Meet with SPSS and review draft. Meet with USAID.
- Discuss USAID meeting and revise draft AMEP
- Travel home
- Further revisions
- TOTAL: 10 days, including travel time
The deliverables of the AMEP are:
- Detailed draft AMEP;
- Inputs into the PowerPoint presentation of AMEP to USAID;
- Final AMEP.
AMEP Specialist Input
The AMEP Specialist is required to bring a personal portative (laptop) computer. All expenses associated to personal equipment (laptop, accessories, etc.) maintenance will be covered by the AMEP Specialist.
SPSS Input
While in Kenya AMEP Specialist will use the SPSS Regional Office facility. The office peripherals (printer, printing paper, internet, and mobile phone) will be accessible to the AMEP Specialist. All expenses associated to the assignment (transportation, lodging, security, logistic and administrative support) will be provided by SPSS.
Consultant Profile
The AMEP Specialist is a senior specialist with strong practical work experience and will have overall responsibility for fulfilling the requirements of this Task. He or she should have expert knowledge of the USAID requirement for AMEP design, including indicators, targets and USAID reporting requirements. Experience in designing AMEPs for USAID monitoring and evaluation projects preferred.
Duration of Assignment
The assignment should start on or about March 14 (with arrival in Nairobi on March 16) and will continue to March 24, 2016. The total LOE is 10 days out of which: 3 days travel, 3 days based in the IBTCI-SPSS office at Nairobi and 4 days at home.
