COUNTRY BACKGROUND:
Yemen is the poorest country in the Arab world and has been plagued with internal conflicts in recent years. The humanitarian conditions in Yemen deteriorated rapidly since 26 March 2015 with the beginning of Saudi-led air campaign to stop the expansion of Houthi militias and their supporters towards the south of the country. Before the latest escalation of conflict 15.9 million people in Yemen (61% of the population) required some form of humanitarian assistance in 2015. Currently, an estimated 20 million people lack access to safe water or sanitation; 12.5 million people are food insecure, of whom about 6 million are severely food insecure; 1.6 million people are suffering from acute malnutrition; and about 8.4 million people are in need of health services.
The International Rescue Committee began its health, Nutrition and WASH programs in response to the impact of conflicts in Abyan and Aden Governorates in October 2012. The health interventions are aimed at increasing access to curative and preventive health services; while the nutrition intervention is to ensure children under five have access to inpatient and outpatient treatment for severe and moderate acute malnutrition. The main activities include primary health care, reproductive health and ante-natal care, nutrition and immunization services as well as drug provision and outreach activities.
The IRC Yemen's Environmental Health interventions are integral component of the epidemic prevention strategy. The WASH intervention aims to reduce the risk and spread of environmental health related diseases among disaster affected communities. It focuses on the provision of safe and dignified access to improved water supply and sanitation facilities to disaster affected communities and health facilities; the promotion of safe hygiene practices and the strengthening of community institutions, including health facilities to support and sustain WASH services.
To address the recent and currently ongoing conflict the IRC has also started implementing Health and WASH emergency interventions providing support to war affected populations, IDPs and host families through provision to medical supplies and pharmaceuticals to hospitals and health facilities, provision of NFI and WASH interventions.
SCOPE OF WORK: Under the supervision of IRC Yemen Country Director, and based in Aden, the Supply Chain Co is responsible for the management and delivery of effective Supply Chain support throughout the country program in compliance with IRC and donor regulations. SC Co working in close collaboration with the program teams, technical coordinators for Health, Wash and Nutrition, the Grants unit and finance department.
Key responsibilities include procurement, transport, inventory, asset management.
The Supply Chain Coordinator will:
- Collaborate and coordinate with Programs and Finance to ensure integrated and harmonized operational systems.
- Collaborate with Finance Controller to ensure that internal controls are met with minimum of bureaucracy.
- Work with Field Office Supply Chain Staff and Field Coordinators to ensure effectiveness, countrywide uniformity of Supply Chain structure and implementation of the IRC's standard operating policies and procedures.
Implement job and site specific trainings to ensure that Supply Chain staff' possess the knowledge and skills commensurate with their responsibilities.
RESPONSIBILITIES:
Specific responsibilities include:
Compliance: Ensure that Supply Chain policies and procedures are in compliance with applicable IRC and funding source policies, procedures and requirements. All locations and staff act in accordance with the policies.
- Maintain and update donor guidelines related to Supply Chain field (procurement, asset, etc).
- Update as required the IRC standards in terms of assets/equipment to be purchased.
- Monitor Supply Chain sections of budgets and track and track expenditure. Follow up as necessary including timely information and budgetary comments regarding any realignment.
- Finalize Procurement Plans for all grants.
- Ensure all donor reports for assets are completed and submitted to the Grants Department on time.
- Disposal of assets is reviewed annually and donor requirements followed as necessary.
- Familiarize with various donor regulations.
Training & Outreach: Proactively develop the skills of IRC staff to understand and utilize Supply Chain tools and services to design and implement quality programming.
- Work with field staff to identify Supply Chain needs and ensure the issues are raised in new budget development.
- Ensure all Supply Chain staff are aware of and in compliance with IRC procurement, asset and stock management, transport, communications, etc, in order for them to clearly share this information.
- Assist Supply Chain staff in working with program staff towards establishing procurement plans before the start of each grant ensuring they fit the activities in the budget, are donor compliant and realistic in terms of timing.
- Ensure monthly Supply Chain reports are submitted from each field. Review and follow up as necessary.
Staff Management: Practice excellent human resource management, supporting the development, promotion and retention of a motivated team of qualified and experienced staff.
- Identify staffing and/or skill gaps and see that these gaps/needs are filled and support the recruitment of all Supply Chain staff and provide day to day supervision of department.
- Provide feedback through regular performance evaluations.
- Ensure that any staff discipline follows a progressive methodology which provides for clear and structured improvement.
- Develop long term plan for continued quality leadership by providing staff development and succession plans.
Systems:
- Ensure procurement is done according to IRC and/or donor regulations.
- Ensure that staff participating in tender committees are trained and understand their roles.
- Ensure clear delineation of roles for procurement.
- Ensure the update of the pre-selected suppliers list.
- Ensure transport services are cost efficient and reliable.
- Ensure warehouse and stocks are secure, well managed and documented.
- Ensure assets and property are effectively managed, asset list is updated regularly and assets are disposed according to IRC and/or donor regulations.
- Ensure IT systems are reliable and provide the required levels of connectivity and ensure the good working order of all IT networks.
- Supervise the good working order of the communications systems used by IRC (VSAT, HF, and VHF).
- Supply Chain works consistently with Security to maintain required security levels, awareness and responsiveness.
Qualifications:
- University degree in Supply chain Management, Supply Chain, Business Management or related field.
- At least 3 years progressive management and leadership experience
- Experience working with donors including USAID, BPRM, UNHCR, DFID, ECHO, and EU, and knowledge of specific donor guidelines.
- Field experience of managing a large multi-site Supply Chain operation.
- Solid knowledge and understanding of practical Supply Chain Procedures and maintaining supply pipelines in areas with weak infrastructure.
- Strong organizational, interpersonal and communication skills.
- Strong computer competency with word processing, spreadsheets, databases, and other IT skills.
- Possess leadership qualities and willing to exercise initiative.
Willingness to participate and contribute as a team member, under challenging working and living conditions.

WORK ENVIRONMENT:
Security level orange. The situation in Sana'a is tense at the moment and remains unpredictable; concerns include criminality, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.
HOUSING:
Lodging in Sana'a is in a private bedroom, with a shared bathroom, in a shared IRC guesthouse. In field sites, accommodation similar to the head office. All IRC sites have electricity and internet all day through. Food is the individual's responsibility.
