To achieve that vision, the IRC’s Program Quality Unit (PQU) provides technical assistance to IRC’s country program staff and shares what we learn to influence policy and practice.

Job Overview/Summary: This short-term position will manage existing grants and budgets and will manage proposals for future grants for the Research, Evaluation and Learning Unit. The post holder will be responsible for compliance oversight, coordinating donor reporting, and proposal writing. Responsibilities will also include financial management: analysis of spending, forecasts (in conjunction with programmatic staff), control and processing of budget realignments, preparation of donor and internal management reports, monitoring and spending, and analysis and preparation of data associated with value for money reporting. This is a challenging position that requires strong organization skills, excellent interpersonal skills, and the ability to work well in a distributed, multi-cultural environment.

The role reports to the Senior Director for Research, within the IRC’s Research, Evaluation and Learning team.

Major Responsibilities:

Manage REL-led grants effectively to ensure successful implementation.

  • Coordinate inputs for quarterly and annual financial reports as per donor requirements, ensuring they are complete, accurate and produced on time to ensure adequate review, approval and submission
  • Coordinate proposal modifications and budget realignments, as necessary.
  • Communicate about and ensure utilization of IRC standard grant management processes (OTIS, opening, review and closing grant meetings) and if required develop new tools or reporting formats to enhance grants management
  • Promptly identify and advise the Senior Director on areas of concern in regards to grant finances or compliance related issues

Provide quality and timely support to REL proposal development

  • Serve as focal point for proposal budgets and sub-award management, coordinating with technical leads
  • Serve as focal point for REL related to new AMU go/no go and OTIS improvements, SOG Review, and sub-award management
  • Develop budgets and budget narratives, ensuring compliance with IRC and donor rules and cost principles
  • Advise colleagues on key internal and external proposal development criteria and review processes

Maintain oversight of 9OEL operating budget, expenses, and time and effort reporting.

  • Develop and submit budget reforecasts in accordance with IRC guidelines
  • Provide pipeline information on staff coverage and develop scenarios to support Senior Director decision making about staff
  • Review monthly budget versus actual reports (BVAs) and transactions for unrestricted and restricted donor expenses, proactively flagging and addressing issues (such as over- or under-spend)
  • Meet with budget leads on a monthly basis to review spending against plans and adjust projections accordingly
  • Submit recodes to Finance to correct transaction errors on a monthly basis, with support from REL Program Manager, as applicable
  • Liaise with teammates in other TUs and country programs to confirm and/or update REL allocations
  • Submit monthly TETRA time and effort (T&E) reports for REL staff on-time, and maintain TETRA/staff salary tracking sheet

Contribute to systems-level improvements across REL, PQU, and the IRC.

  • Provide information, training and capacity building to REL and PQU staff on IRC systems and processes, such as OTIS, TETRA, and budgeting;
  • Advocate for specific REL needs within IRC systems

Internal: PQU Finance and budgeting department, team leads within REL, Senior Research coordinator, and other grants managers**.**

External: External donors and grantees.

Job Requirements:

  • Bachelor’s degree in International Affairs, Public Administration, Economics, Business Studies, Accounting, Commerce, or other related fields
  • Minimum 4 years’ experience in grants management
  • Prior working experience with international donor funded organization.
  • Demonstrated expertise in writing and editing proposals, with the ability to communicate clearly, concisely and with high impact
  • Demonstrated previous responsibility in managing budgets
  • Strong communication and writing skills, including the ability to communicate effectively in a distributed, multi-cultural environment: ability to build good working relationship with project team and partners at a range of levels and in different locations
  • Ability to work independently
  • Strong organizational skills with proven ability to be flexible and to work well under pressure, to deal with multiple competing priorities and to multi-task, and to manage time effectively
  • High level of proficiency with MS Office

Preferred Additional Requirements

  • Experience managing government grants

Working Environment*:* Standard Office work environment. Limited travel as needed.
