Job Description
Inside Syria, 6.1 million people are internally displaced and 13.1 million are in need of humanitarian assistance, with three million in hard-to-reach areas. There are 5.4 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.
IRC is offering a robust humanitarian response to the Syria crisis. With an annual regional portfolio of $90 million within a rapidly expanding portfolio, supported by more than 3000 staff and workers in the region, IRC is undertaking programs in Syria and the neighboring countries of Iraq, Lebanon and Jordan. Inside Syria, the IRC is specifically focused on health, cash assistance, education, child protection, women’s protection and empowerment, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.
POSITION OVERVIEW:
The Protection Rule of Law Senior Manager position will be responsible for overall leadership, coordination, and technical oversight of a portion of the Protection Rule of Law portfolio, and for building the capacity of the PRoL team in country to create strong, responsive protection programming. This will include provision of trainings, technical oversight and coaching. This role will also support with the implementation of Global Emergency Protection Monitoring pilot and the transition to Emergency PRoL activities in Raqqa City and Deir Ez Zor, in close collaboration with field teams.
Responsibilities include leading the Protection and Rule of Law program for Northeast Syria, including capacity building, ensuring timely implementation of activities, quality control, advocacy and external representation where appropriate. In addition to ensuring timely implementation, this role will be strategically responsible for the emergency programming under general protection in IRC. The Senior PRoL Manager will provide support to the start-up of the IRC’s Emergency Protection programming in Raqqa City and Deir Ez Zor, empowering and overseeing the national staff to take decisions where appropriate. The protection program in Syria works to provide assistance to men, women, boys and girls through integrated protection spaces, provides case management for persons with specific needs, conducts Protection Monitoring and works to reduce risks to their safety and well-being in accordance with international humanitarian principles of safety and dignity.
The role requires a focus on Integrated Protection, specifically around collaboration and mentoring of IRC protection staff and working together to ensure PRoL, Women’s Protection and Empowerment (WPE) and Child Protection (CP) creates comprehensive support for the unique needs of the community.
KEY RESPONSIBILITIES:
Primary responsibilities:
• Build the capacity of national PRoL staff to foster technical strong programming, ensure the timely implementation of programming and monitor spending, procurements and reporting under all grants.
• Identify areas of need in PRoL for capacity development and run technical and operational trainings, coaching, peer-to-peer sessions and learning exchanges in-country to address the gaps.
• Responsible for oversight of all PRoL activities, directly line managing PRoL staff, monitoring performance and providing strategic direction to PRoL programming in NES.
• Responsible for supervising the implementation and roll-out of the Global Emergency Protection Monitoring pilot in Northeast Syria, led by national staff with management and technical guidance from the Senior Manager. This will include ongoing coaching of the Protection monitoring team and building the management capacity of senior national staff on emergency programming and protection monitoring.
• Work closely with the PRoL team to establish emergency PRoL activities in Raqqa City, Deir Ez Zor and other locations as appropriate, and provide ongoing support to ensuring an integrated approach to Protection.
• Support the drive towards Integrated Protection through collaboration and joint work with Women’s Protection and Empowerment, Child Protection and other programs as appropriate. Identify barriers, and work with the Integrated Protection Coordinator to build the capacity of all streams in cross- stream learning and collaboration.
• Ensure timely procurement of supplies and materials through timely planning, specifications development and collaborative relations with Supply Chain, Grants and Finance colleagues. Spending and procurement plans should be created by the team, with technical guidance, advice and final decisions around necessary changes made by the Senior PRoL Manager.
Capacity Building, supervision, and technical oversight:
• Ensure Protection activities are of high technical quality, meet humanitarian standards and are flexible and responsive to contextual changes.
o Conduct case file audits with national managers to train them on technical oversight of case management and PSS.
o Conduct regular field visits with national PRoL staff, sitting in on all new activities and reviewing the sessions together, with ad hoc visits to ongoing activities.
o Train staff on conducting technical trainings, transitioning capacity development to be led by national staff where appropriate.
o Work closely with the PRoL team to contribute to any business development required for the protection program, including drafting concept notes, proposals and reports as required by the protection coordinator.
o Ensure deadlines are met and coach staff on how to improve program strategic development.
• Ensure that support and close supervision is in place for PSN case workers, with, e.g., case management files completed and stored according to PRoL data protection protocols; with PRoL staff to ensure the implementation and standardization of protection monitoring programming, ensuring program activities are responsive and executed to a high quality standard.
• Ensure strong and effective collaborations with the Health team, specifically with regards to Mental Health to provide high-quality PSS support and develop individual counselling skills; and referrals between all teams. Train teams on safe identification and referrals, to ultimately be rolled out by national integrated teams.
• Support the Integrated Protection Coordinator to design and adjust PRoL activities to support emergency preparedness and response, fostering inclusion with national staff wherever possible.
• As requested by the Integrated Protection Coordinator in Northeast Syria, carry out trainings on key PRoL topics. These may include, but are not limited to; Protection Monitoring, Protection Mainstreaming, Case Management and Psychosocial Support, Humanitarian Principles, Communication with Communities.
Staff Management and Development
• Coach, train, and mentor staff with the aim of strengthening their technical and managerial capacity, exchanging knowledge within the team and providing professional development guidance
• Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, and providing regular and timely performance feedback.
Budget and Grant Management:
• Develop and revise work plans for all project and program staff as necessary, working with teams to understand how to devise work plans and coaching them to develop strength in this, gradually beginning to provide technical oversight for budget and grant management rather than
• Support to ensure that program procurement, HR and spending plans are updated as needed;
• Build the capacity of national staff on budget and grant management, particularly around emergency programming, emphasizing the importance of timeliness, attention to detail and programming based on urgent needs;
• Monitor the tracking of indicators to measure progress; assist in developing indicator tracking tools for new activities, in collaboration with PRoL team;
• Delegate the preparation of internal and external reports to team, ensuring adherence to deadline, quality of reporting and providing feedback to staff on inputs provided to boost capacity.
• Support with the development of Integrated Protection budgets, specifically on coordination and collaboration to create coherent and streamlined programming. Coach staff on how to develop and monitor budgets.
Coordination:
• Collaborate with the Humanitarian Access team and Integrated Protection Coordinator to ensure cooperation with local stakeholders and the ability to implement programming in multiple locations and in line with humanitarian principles, CP and WPE standards;
• Represent the Integrated Protection department at internal and external coordination meetings including Protection Working Group when asked, particularly with regards to inter-agency emergency preparedness and response.
• Advocate for PRoL to be present within field level working groups, and to bring together the three Protection streams at the field level.
• Other relevant duties as assigned by the supervisor to support the implementation of the program.
QUALIFICATIONS:
Required qualifications:
• University degree in law, international relations or development, social work or other social science field. Advanced degree preferred.
• At least 5 years of field experience in delivering services to persons affected by conflict, with a focus on team management.
• Strong technical expertise in Emergency Programming in Protection, preferably including Rule of Law.
• Previous experience supervising multi-functional teams, including program planning and monitoring, designing activities, and overseeing direct services.
• Demonstrable experience with basic project management, including management of budgets, reports, and tracking indicators.
• Strong team management skills, with a focus on relationship building and capacity development.
• Computer skills and familiarity with Word/Excel
• Positive and professional attitude, flexible, and able work under pressure, team-oriented
• Fluency in written and spoken English.
Highly preferred qualifications:
• Experience working on Syria, or the MENA Region
• Fluency in written and/or spoken Arabic
The position will be based in Amuda, Northeast Syria. Travel throughout Northeast Syria is expected, and the role is expected to have a high frequency of field travel.
