Job Description
The IRC established programs in Iraq in 2003 to address the overwhelming needs of displaced people in Iraq and the neighboring countries. Since re-establishing its presence in Iraq in November 2007, the IRC has been assisting displaced families in the northern, central and southern governorates in the sectors of protection, women’s protection and empowerment (WPE), child protection, education, and Economic Recovery and Development (ERD). Working in coordination with the humanitarian community, the IRC currently addresses the needs of war-affected Iraqi internally displaced persons (IDPs), Iraqi refugee returnees, and Syrian refugees from several operational bases in the country and cross-border into northeast Syria.
Violence against women and girls is widespread including sexual violence, intimate partner violence (IPV) and early and forced marriage. The IRC is one of only a few international non-governmental organizations (INGO) active in the Gender Based Violence (GBV) sector in Iraq. The IRC's expanding Women's Protection and Empowerment (WPE) program provides both direct service provision through women and girls' community centers (WGCCs). The WPE programming aims to improve access for women and girls, in particular GBV survivors, to life saving health, case management, and psychosocial support (PSS) services through strengthened community based and multi-sectoral responses in the governorates of South and Central Iraq.
SCOPE OF WORK:
The Senior WPE Manager will lead IRC’s GBV programming in Salah al Din ensuring that all programming is implemented in line with GBV international standards and best practices. He/She will provide technical guidance, programmatic direction, and supervision to the WPE team and oversee all direct service delivery. He/She will be responsible for leading GBV assessments, programming design, implementation, building national staff, and national partner capacity to provide services to women, girls, and GBV survivors.
The position will be based in Tikrit, however will be responsible for all WPE programing throughout Salah al Din. This position reports directly to the Field Site Coordinator with technical support provided through the WPE Coordinator.
RESPONSIBILITIES:
Technical Quality
• Provide technical guidance, oversight, and support to all WPE programs in Salah al Din to improve the provision of quality case management and PSS services to meet the needs of women and girls.
• Develop and lead training of WPE staff, partners, GBV actors and service providers in case management, GBV Core Concepts, GBV tools and resources, PSS, adolescent girls and women’s empowerment approaches.
• Lead development and oversee implementation of community-based, primary prevention activities to engage all community members including women, girls, men and boys in GBV prevention and risk mitigation.
• Support and supervise implementation and security of programme databases and information management systems according to global GBV standards, including the use of the Gender Based Violence Information Management System (GBVIMS)/Primero.
• Contribute to and inform continuous analyses of program and service delivery data for problem identification, programme planning, and advocacy purposes and to identify trends and gaps in case management and service provision to help improve WPE programming.
• Support in the development and implementation of a robust Monitoring and Evaluation (M&E) system for all objectives, indicators and activities that is consistent across locations and feeds into evidence-based programming in collaboration with WPE Coordinator and M&E department.
Staff Supervision and Development
• Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
• Recruit staff in conjunction with the Human Resources Department and ensure Performance Management Plan for all staff is in place and followed up regularly.
• Directly supervise WPE senior officers and/or WPE officers and hold regular performance reviews.
• Ensure timely completion and submission of monthly timesheets, probation and annual performance reviews.
• Develop and lead implementation of capacity building plans on technical and project management skills for WPE staff based on documented capacity needs assessment exercise.
• Provide ongoing supervision, coaching, mentoring, training, technical support, and guidance to WPE staff.
• Ensure WPE staff understand and adhere to IRC Way and GBV best-practice principles, including strict adherence to confidentiality.
Grant Management
• Work closely and coordinate with IRC Operations, Finance and Grant departments to ensure compliance with grant requirements and that financial and logistical controls are implemented according to IRC protocols.
• Ensure high-quality IRC and donor reports on activities, indicators and achievements.
• Lead in the development and design of new projects for follow up funding that respond to needs identified.
• Manage programme budgets, develop and maintain work, spending, procurement and M&E plans to ensure the programme is implemented according to schedule and budgets, and that programme objectives and targets are met.
• Support WPE program design and development in line with IRC Iraq’s Strategic Action Plan and priorities, and contribute in the conceptualizing and drafting of new funding proposals.
Coordination, Advocacy & Representation
• Build relationships with partners, government, other NGOs and UN agencies to establish/strengthen appropriate GBV referral systems to ensure survivors access services in a timely and confidential manner and enhance multi-agency and multi-sectoral cooperation and coordination.
• Coordinate and lead advocacy efforts with other actors and sectors, particularly WASH, Food and Nutrition, Shelter, Livelihoods, and Health ensuring specific measures are put in place to mitigate the risks of GBV.
• Represent the IRC’s WPE programme at and coordinate activities with the GBV Working Group and any other relevant coordination meetings as required.
• Maintain cross-sectoral collaboration with other IRC units to ensure integrated programming and the most holistic support to women and girls.
Partner Management (As applicable)
• Develop and maintain effective working relationships with IRC supported national partners and government ministries.
• Ensure regular technical support and guidance to partners in accordance with partnership agreements.
• Adapt and facilitate trainings for partners to ensure effective and safe coordination of GBV service provision.
• Conduct regular planning and review meetings with IRC supported partners to assess progress, lessons learned and develop action plans.
Other
• Undertake other relevant tasks as requested by the Senior Area Coordinator\ South Central and WPE Coordinator.
REQUIRED:
• Degree in public health, international development, psychology, social work or other related discipline; Master’s degree preferred.
• 3 years of relevant overseas programme management experience, with at least 2 years of GBV program management in emergencies experience.
• Must be able to read, write, and speak English, Arabic is highly desirable.
• Demonstrate clear understanding of gender, human rights and violence against women and girls.
• Previous experience leading teams on GBV response and risk mitigation strategies in emergencies.
• Experience facilitating trainings and workshops on responding to and preventing GBV.
• Positive and professional attitude, including ability to lead and work well in a team setting.
• Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
• Knowledge, skills and experience in participatory methods of community development and mobilization.
• Comfortable attending and facilitating meetings and representing GBV issues.
• Excellent interpersonal and problem-solving skills, creativity and flexibility.
