Job Description
Hundreds of thousands of people have fled Myanmar for Bangladesh. Communities in Cox’s Bazar have rapidly and generously responded, along with local, national and international non-government organizations. While these organizations are highly skilled and experienced, the scale of the influx is overwhelming, and the complexities of this emergency are unlike those previously known in Bangladesh.
JOB SUMMARY
The Protection Rule of Law (ProL) Coordinator will provide leadership, oversight, technical support across all ProL programming components, and will conduct regular technical visits to ProL teams working in all program areas to ensure that interventions are technically sound, in-line international best practices, and are appropriately meeting the needs and priorities of vulnerable individuals in target communities. This position is responsible for programmatic resource development and advocacy related to IRC’s ProL’s programmatic response, and overall strategic direction of the ProL program, including the development and establishing of a ProL strategy. IRC plans to establish a robust protection monitoring and information dissemination, Persons with Specific Needs and access to justice programming. The ProL Coordinator will supervise: an Senior Monitoring and Evaluation Officer, Senior Editorial Officer and a Protection Information Management Officer and provides technical supervision to the Senior Protection Manager.
MAJOR RESPONSIBILITIES
Program Management and Development:
• Provide strategic direction and vision for the IRC’s PRoL programming in Bangladesh, with an emphasis on ensuring program start-up/scale up and implementation while observing high program quality and ensuring alignment with IRC’s best practices;
• Oversee the technical aspects of the implementation and coordination of Protection and Rule of Law programs, including access to justice and legal programs, protection monitoring, information dissemination, support to PSNs and protection mainstreaming;
• Support the senior program managers and field teams in the development, implementation and monitoring of the work plans ensuring that activities reflect the commitments IRC made to the donor and the community;
• Develop and/or adapt technical and managerial tools to support day to day program implementation;
• Ensure appropriate M&E systems, provide guidance where needed to improve the effectiveness of these systems and work to ensure output and impact data are captured and used to optimize program quality and identify efficiencies;
• Coordinate closely and liaise regularly with the Deputy Director of Programs, Field Coordinators, Grants Coordinator, to ensure quality implementation, management and compliance with donor requirements;
• In collaboration with PRoL Managers and Senior Prol Managers, ensure smooth management and integration of project work plans and budgets (budget forecasting, development of spending plans, budget follow-up), procurement plans, timely recruitment, and accurate reporting in accordance with IRC and donor regulations;
• Participate in cross-departmental collaboration and coordination with Health, Child Protection and WPE colleagues to ensure that linkages between programs are made and programs gain from protection best practice;
• Coordinate and participate in the development of budgets for program proposals in conjunction with the grants and finance departments.
• Liaise regularly with the relevant HQ technical units.
Staff Support
• Support with the hiring, supervising, and build the capacity of PRoL team members in relevant technical and management competencies.
• Provide technical guidance, on the job mentoring and coaching for managers.
• Ensure ongoing training and targeted technical capacity building of PRoL staff
• Support Field Coordinators to ensure that program managers put capacity development plans in place for the national protection teams based on documented capacity needs assessments exercise.
• Approve and manage all time, attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews.
• Hold high-quality meetings with each direct report on a regular and predictable basis, at least monthly.
• Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths.
• As required identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies.
• Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
• Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of both national and international staff.
New Business Development
• Develop/propose recommendations for a PRoL strategy for the Refugee response in close collaboration with the PRoL team, DDP and PRoL Technical Advisor.
• Identify opportunities for, design and develop concept notes and proposals to grow the Protection and Rule of Law portfolio.
• Ensure all designed protection projects use to the IRC theories of change and that outcomes are evidence-driven and evidence-generated.
• Develop and/or input into protection assessments and protection reporting analysis for the purpose of program development
• Identify opportunities for partnership and strategic collaboration.
Representation, coordination and advocacy
• Proactively participate in, and contribute to, coordination meetings and working groups, specifically the Protection sector coordination group and other related task forces;
• Proactively build strong working alliances with other international and national actors/organisations working on ProL-related advocacy;
• Proactively develop and maintain effective working relationships with other key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors; establishing IRC as one of the leaders in protection.
• Proactively seek to establish and develop partnerships and collaborate with the Bangladeshi and Rohingya civil society and local partners.
• Work in close collaboration with the Sr. Advocacy Manager and VPRU Technical Unit in developing advocacy products.

REQUIREMENTS
The Protection and Rule of Law coordinator will need to meet the requirements below:
• Post-graduate degree in international law, human rights law, international relations, social sciences, or other related field;
• At least five years’ experience working in the field of Protection or Human Rights in conflict-affected areas;
• Experience implementing emergency protection programming, protection monitoring, case management and legal programming.
• Previous experience working with IRC and an understanding of IRC’s systems and processes is strongly preferred.
• Strong commitment to humanitarian work and values
• Familiarity with key donor regulations such as UNHCR, DFID, and ECHO.
• Experience in working with and coordinating with the UN, donors, INGOs and other stakeholders
• Demonstrated experience in staff supervision, capacity building, project design and budget management;
• Strong communication and interpersonal skills with excellent analysis and writing skills;
• Excellent analytical, writing skills and fluency in English.
• Strong team and people leadership, management, organizational and development skills;
• Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure effectively and productively;
