Job Description
The IRC Yemen began its programs in October 2012. Currently IRC Yemen is operating in eight governorates in the south and north of Yemen through direct programming and through a local partnership in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment. WPE started in Yemen in 2016 and provides lifesaving and life affirming responses to women and girls in humanitarian crises through the modalities of women and girls safe spaces which provide GBV case management, psychosocial support and networking, basic SRH services, and risk reduction activities.
SCOPE OF WORK: Under the supervision of IRC Yemen DDP (with potential to later be operationally supervised by a Senior Program Coordinator (SPC)), and based in Aden, the WPE Coordinator will be responsible for the overall coordination, implementation, technical guidance and quality of the Yemen WPE program working in close collaboration with the national WPE Managers, the WPE team and local women’s organizations. S/He will collaborate with and be supported by the WPE Technical Advisor based at IRC Headquarters. S/He will be expected to coordinate with key staff in Health and Child Protection programming in Yemen to ensure that IRC WPE programming is appropriately coordinated and quality is maintained so that women and girls are protected from harm and supported to recover and thrive.
RESPONSIBILITIES:
Technical Quality
- Provide technical and management leadership to the WPE program in accordance with WPE program approaches, WPE best practice and IRC’s Outcomes and Evidence Framework (OEF)
- Provide ongoing training, coaching and mentoring to the WPE team and partners to ensure quality of WPE service delivery and all other program activities
- Coordinate closely with the Health team in the delivery of Clinical Care for Sexual Assault Survivor trainings and capacity building activities including modules on supporting survivors of IPV, as well as in the provision of psychological first aid services to GBV survivors through mobile health teams
- Ensure that ethical and sound data collection and information management systems are in place, such as the GBVIMS, for appropriate analysis, planning, evaluation, and advocacy for women and girls, including survivors of GBV
- Contribute to the realization of the Yemen Strategy Action Plan and the IRC’s global OEF by designing WPE programs aligned with relevant Theories of Change
- Lead all resource mobilization and program development efforts for WPE activities such as proposal development and budgets
- Ensure regular communication with the WPE Technical Advisor to integrate appropriate technical input and priorities in program design implementation in line with best practice and to develop guidelines on best practice in WPE programming where needed
- Provide ongoing leadership to the project team and oversee implementation and coordination of activity plans to ensure targets are met
- Implement monitoring & evaluation systems to demonstrate impact and inform ongoing program design
Grant Management
- Manage and oversee all WPE grants; develop and maintain work, spending and procurement plans for multiple projects
- Participate in all WPE Grant Management meetings
- Prepare internal and external reports within agreed deadlines using IRC and donor formats.
- Manage the project budget; oversee all budget expenditures and ensure they are allowable and allocable according to IRC and donor regulations; monitor monthly Budget vs. Actual and expenditure sheets. Bring any over/under expenditure issues to the attention of the SPC and the Grants Team
- In coordination with SPC, Grants Unit and HQ Technical Unit, participate in the development of proposals and concept notes for expanding IRC’s WPE portfolio in Yemen
- Build staff capacity in writing activity and monthly reports to document the program
Coordination and representation
- Represent the IRC in the GBV sub-cluster in Sanaa and Aden, with donors and other key stakeholders
- Develop and maintain effective working relationships with all stakeholders - including community leaders, NGOs, UN agencies, community based organisations with a focus on supporting the women led organisations in Yemen and other IRC sectors to enhance multi-agency and multi-sectoral cooperation and coordination
- Ensure that relevant information from coordination meetings is shared internally and with other sectors.
- Contribute to advocacy efforts at the national, regional or international level to bring attention to the needs and voices of women and girls affected by the conflict in Yemen
- Promote risk mitigation activities for women and girls are understood by other sectors and humanitarian activities, through trainings, advocacy and other mentoring or support in line with the 2015 GBV Guidelines.
Recruitment and team management
- Recruit staff in conjunction with Human Resources Department
- Maintain updated job descriptions, conduct interviews, orient new staff to the IRC and the WPE program and GE initiative
- Supervise WPE staff
- Ensure Performance Management System documentation is in place and followed up regularly
- Recommend and implement a capacity building plan for project staff
- Ensure WPE staff understand and follows IRC and donor Policies and Procedures
- Support staff in advocating for safety in work and promote IRC Way to stop sexual exploitation and abuse
Partner Management
- Develop and maintain effective working relationships with local and international partners
- Ensure regular technical support and guidance to partners, in accordance with partnership agreements
- Adapt and facilitate trainings for partners to ensure effective and safe coordination of GBV service provision
- Advocate with peer agencies, government, and other stakeholders to promote delivery of inclusive and high quality women-, girl-, and survivor centred response services.
Other
- Other duties as assigned by the supervisor to enable and develop IRC WPE programs.
Education, Knowledge & Experience
- Bachelor’s degree in public health, social work, gender studies, humanities or other related discipline
- At least 5 years professional experience in Women’s Protection and Empowerment/GBV programming, preferably in an emergency context
- In-depth understanding of women, girl, and survivor centred approach and programming
- In-depth understanding of the root causes of GBV/VAWG, related international standards on rights of women, and GBV prevention and response strategies
- Demonstrated experience in using and analyzing the GBVIMS
- Demonstrated experience in GBV case management the links with psychosocial support and networking for women and girls
- Familiarity with WHO Clinical Management of Rape (CMR) guidelines or IRC Clinical Care of Sexual Assault Survivors (CCSAS) guidelines
- Familiarity with Gender Equality standards and gender mainstreaming strategies
- Demonstrated experience in WPE/GBV programs, including recruiting and building the capacity of a new team, preferably in emergency contexts
- Demonstrated experience in program design and monitoring; experience developing and monitoring budgets, work plans and other program management tools.
- Experience in working collaboratively and/or advocating with other sectors and teams to promote women, girl, and survivor centred responses
- Demonstrated team management skills with medium or large-size teams
- Demonstrated coordination, networking and relationship building skills with key partners including government, donors, INGOs, national and local organisations, UN agencies.
- Good interpersonal and team building skills and knowledge of participatory approaches
- Fluency in English. Excellent oral and written communication skills. Working knowledge of Arabic strongly preferred.
- Willingness to travel in very remote and conflict affected areas
- Ability to work under pressure, long working hours, and heavy workload.

Work Environment: There is active conflict in parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states. The situation in Aden remains unpredictable. Security will be thoroughly discussed during the interview process.
Housing: Lodging in Aden and Sana’a is in shared IRC guesthouses. All IRC sites have electricity and internet all day through. Food is the individual’s responsibility
