TENDER NOTICE

Founded in 1933, the International Rescue Committee is a global leader in emergency relief, rehabilitation, protection of Human rights and post-conflict development. IRC has been operating in Sierra Leone since 1999 and is headquartered in Freetown with operations in Kenema, Kono Bo, Tonkolili and Kailahun districts.

IRC is issuing a Request for Proposal (RFP) to solicit competitive bids to establish a contract with a reputable, qualified, competent & duly registered service provider to design and carry out the baseline assessment for our recently-awarded UK aid funded EAGER (Every Adolescent Girl Empowered and Resilient) project within the GEC-Leave No Girl Behind program. Subsequent evaluation points for the project will depend on successful delivery and approval of the baseline assessment. Building on this work over the years, the IRC in Sierra Leone has committed to ensuring that children, both in and out of school, have appropriate literacy, numeracy, social-emotional skills, and will work towards the reduction and elimination of barriers to ensure that girls are equally skilled and safe as boys. In line with this commitment, and in partnership with Concern Worldwide, Restless Development and BBC Media Action, the IRC will implement the four-year Leave No Girl Behind project which targets 32,500 out-of-school girls (aged 13-17) 10 districts who are the most educationally marginalized in Sierra Leone. This will include girls who have never been to school or who have dropped out early. These are girls who don’t have basic literacy and numeracy skills, but are too old to go back to school at the lower grades. The project will have a specific focus on including girls with disabilities. The project aims to ensure girls have significantly improved learning outcomes and transition to education, training or employment. Upon completion of the learning programme, girls will receive one-on-one mentorship to develop their individual transition plans.

Tender documents are available on this website ( https://www.rescue.org/rfp/rfp-external-evaluator-lngb-project-sierra-leone) from 9 January, 2019 to 30 January, 2019. Bids submission closes on 30 January, 2019 at 5.00pm GMT and shall be valid for 90 days from the date of closure.

Acceptance of your bid(s) and any subsequent contract are subject to the IRC’s Terms and Conditions for provision of Goods and Services. IRC does not bind itself to accept the lowest, or any bid.

Any form of canvasing will lead to automatic disqualification.

NOTE: BIDS SUBMITTED WITHOUT COMPLETED BIDDING DOCUMENTS WILL BE REJECTED.
