BACKGROUND:
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. At work today in over 40 countries, the IRC aims to restore safety, dignity and hope to millions who are uprooted and struggling to endure.
The International Rescue Committee works in Greece from July 2015 responding and providing aid to the influx of refugees and migrants. The IRC’s programming in Greece currently focuses on three key areas of programming on the Greece mainland, Northern Greece, Lesvos and Chios: Protection, WASH, and Economic Recovery and Development.
SCOPE OF WORK:
The Education Consultant is expected to lead the assessment and program design related to the access to quality education for the age group 10-19 years old. This will include both formal and non-formal learning opportunities. S/He will meet with relevant actors and authorities and cooperate with the Child Protection and Economic Development and Recovery Units in order to design a large, multi-year integrated program that will ensure children are free from violence, safe, and have academic, social-emotional, and market-relevant skills, in line with their developmental stage. S/He reports to the Program Coordinator and will travel across Greece for the needs of the assessment. S/he liaises/coordinates with the area focal points, with the technical leads of IRC’s other programs and with the Finance, Human Resources and Supply Chain departments.
The position will receive technical support from, and will work closely with, the IRC’s HQ-based Education Technical Advisor.
This position is contingent upon receipt of funding.
CONTRACT:
The successful candidate will work either on a consultancy base or as a staff member of IRC depending on and the best possible arrangement between the organization and the candidate.
RESPONSIBILITIES:
· Design the assessment tools in cooperation with the Technical Units.
· Familiarize with the IRC Outcomes and Evidence Framework, and complete any IRC-related onboarding recommended by IRC Greece and the technical unit
· Coordinate with the Education Technical Unit (TU) and other IRC TUs along the assessment.
· Conduct the needs assessment regarding access to quality education for refugee and migrant children within the age group of 10-18 years old in cooperation with the other relevant departments of IRC, including both primary and secondary data collection
· Lead and participate in the multi-program and multi-year design workshop.
· Lead the writing of the education section of the project proposal, as well as relevant annexes (beneficiary calculation, work plan, budget, etc.) along with the Grants and Monitoring & Evaluation, Finance Departments, other programmatic leads and the TUs.
· Network and identify potential partners.
· Participate in coordination and other forums for the needs of the assessment.

QUALIFICATIONS:
· Advanced degree relevant to the Greek educational system and demonstrated knowledge of the Greek educational system.
· Involvement in the Greek refugee crisis or demonstrated interest and knowledge of the developments around the crisis.
● Experience in conducting assessments and on designing education programs.
● Experience in writing funding proposals.
● Experience in working with NGOs and/or humanitarian emergencies will be considered an asset
● Good computer skills such as: MS Word, Excel, PowerPoint
● Personal qualities: Team player, culturally sensitive, flexible, network-builder, able to handle pressure well
● Fluency in English and Greek, written and verbal
WORKENVIRONMENT:**
Travel and other requirements: frequent travel to the field and occasionally to other regions.
