The International Rescue Committee responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. At work today in over 37 countries and 26 U.S. cities, the IRC restores safety, dignity, and hope to millions who are uprooted and struggling to endure. In the U.S., the IRC supports newly arrived refugees admitted to the United States by providing initial basic support and an expanding array of extended services through a network of staff members and volunteers, enabling refugees to establish new lives and become self-sufficient, productive citizens. Overseas, in addition to numerous humanitarian assistance programs, the IRC operates the Resettlement Support Center (RSC) for East Asia based in Bangkok, Thailand. The RSC provides comprehensive resettlement processing services to USRAP refugees including the prevision of pre-departure Cultural Orientation (CO).

The Cultural Orientation Resource Exchange (CORE) implements a technical assistance program designed to strengthen linkages between overseas CO programs in all RSCs globally and reception and placement activities conducted upon refugees’ arrival.

JOB OVERVIEW:

Working in coordination with the Director of CORE, the Deputy Director oversees the online and in-person learning and capacity building technical assistance for CORE. The Deputy Director also contributes to the development and implementation of CORE feedback, evaluation, and reporting systems in alignment with established programmatic objectives and requirements, and plays a key role in stakeholder communications, including the implementation of a CO Community of Practice (CoP). Reporting to the Director of CORE, the Deputy Director is responsible for setting operating priorities to achieve stated objectives and supervises CORE technical assistance staff.

MAJOR RESPONSIBILITIES:

  • Set CO training and capacity building strategy and determine and manage deliverables in coordination with other CORE initiatives ensuring maximal reach and user uptake;
  • Oversee the research, development, organization, and dissemination of CORE resources inclusive of CO curricula, lesson plans, best practices, and backgrounders, as well as refugee-facing fact sheets, multimedia assets, and related materials;
  • In collaboration with other CORE staff, take the lead in planning and implementing workshops, webinars, and other training activities to a wide audience of CO leaders and providers;
  • Contribute to concept and script development for CORE videos and other multimedia resources ensuring relevance to and integration with CO learning strategy;
  • Ensure functionality of the online learning platform and the CORE website (coresrouceexchange.org) while managing user engagement with CORE’s other digital channels;
  • Contribute to the development and implementation of feedback mechanisms to monitor and evaluate CORE activities and provide input on quarterly funder reports;
  • Oversee regular CORE stakeholder communication channels, including eNewsletters and COResourceExchange email account monitoring and follow up, and develop effective distribution and communication protocols to ensure the relevance and timeliness of content;
  • Support and cultivate CORE’s CO Community of Practice (CoP), including supervising the maintenance of a secure online virtual space (COLeaderNet);
  • Develop RFPs with operational support and select and manage external vendors and contractors as needed;
  • Represent CORE at meetings and events as needed;
  • Design and produce presentation materials for workshops, conferences, and external relations needs;
  • Serve as CORE Officer In Charge in periods of Director absence or as otherwise assigned;
  • Perform other duties as assigned.

REQUIREMENTS:

  • Undergraduate degree in a related field required, Advanced Degree a plus;
  • Minimum of 6 years of progressive work experience in the field of education or instructional design; experience in the context of social service or humanitarian assistance programs a plus;
  • Minimum 3 years program management experience preferred;
  • Staff supervision experience required;
  • Demonstrated knowledge of the US Refugee Admissions Program and Cultural Orientation programs;
  • Excellent written and oral communication skills: the ability to communicate effectively with colleagues and external partners across multiple agencies;
  • Ability to facilitate webinars and maintain a website; graphic design skills a plus;
  • Solid organizational skills with the ability to juggle multiple tasks, set priorities, effectively manage time, and meet deadlines;
  • The ability to be flexible and work well under pressure in a fast-paced team environment;
  • Solid computer skills: facility with Microsoft Office and email/internet required; experience with Wordpress and webinar and digital learning software preferred.
