Overview: IBTCI is seeking a Lead Evaluator to assess the effectiveness of technical assistance, approaches and tools developed under the Protection from Torture and Enforced Disappearances Together (PROTECT) activity to support victims, human rights defenders, civil society organizations (CSOs) and local and federal Government of Mexico (GOM), and to identify best practices to inform USAID/Mexico and other stakeholders’ future programming in the area of human rights.
Responsibilities
Scope of Work:
- Participate in the design and development of the work plan for the INSYDE assessment, including locations and dates for piloting data collection efforts, evaluation milestones, etc.
- Carry out interviews, evaluation report outlines, data analysis, literature and international best practices search, etc.
- Participate in the development of the inception report by identifying, collecting and analyzing data, including precise explanations of data collection methods that will be used for each evaluation question
- Participate in the development of content and deliverables
- Prepare, review and approve technical briefs, highlights, and reports submitted to the ICME team
- Develop and participate in capacity building events as needed
- Establish contact and liaise with high-level government officials
- Develop and deliver technical presentations to USAID staff
- Other duties as assigned
- This position does not authorize/require the consultant to directly communicate with IBTCI clients.
- This position does not authorize/require the consultant to have decision making authority on final work product.
Qualifications
Preferred Knowledge, Skills and Abilities:
- Advanced data analysis and reporting skills
- Ability to work autonomously and to meet deadlines
- Ability to set strategic direction in a collaborative setting
- Highly developed interpersonal, oral and written communication skills
- Experience in preparing and delivering reports and presentations to variety of audiences
- Superior writing skills
Minimum Requirements:
- Minimum 5 years of experience in the design and development of Program Evaluations in governance-related projects
- Full fluency in English and Spanish as well as demonstrated ability to translate into either language
Education: Bachelor’s Degree in social, economic or law areas
Supervisory Responsibility: This position does not have supervisory responsibilities.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Travel: Local travel required.
