Job Description
BACKGROUND:
The IRC Jordan program was established in 2007 and currently operates programs in Jordan and Syria, providing humanitarian assistance in the sectors of health, protection, and economic recovery and development. In 2016, IRC established a Research and Development Unit which designs, tests and scales new products, services and delivery systems for humanitarian response. The IRC’s R&D unit works with field and technical staff to apply new practices like human-centered design, rapid prototyping, and behavioral science to accomplish breakthroughs in deep-seated problems in humanitarian response.
Under the R&D Unit, the IRC has been implementing a community-led innovation initiative since September 2017 to nurture and develop bottom-up solutions to problems facing communities in Jordan. This project engages diverse communities and stakeholders in Jordan – including host communities, refugees, local governments, public and private sector actors and enterprising individuals – to devise and develop solutions that address their own lived realities and problems. It centers around three participatory “design challenges,” which aim to develop concepts for scalable innovations under the broader umbrella of accommodating displaced populations, accelerating recovery and increasing community resilience. This initiative is one of four innovation labs globally supported by the same donor that seeks to generate learning around community-driven innovation. As the project enters its final months, the IRC is exploring possible partners or entities that could absorb some or all of the program design, in order to institutionalize the model in Jordan.
SCOPE OF WORK:
This consultancy will research and outline different sustainability models for the Mahali Innovation project. It will conduct a stakeholder mapping and analysis exercise, in order to make recommendations about the institutionalization of the project in Jordan. This will include researching the ecosystem of public and private innovation and social impact actors, as well as relevant local and national government entities with a particular focus on the Greater Amman Municipality, conducting interviews with appropriate focal points at those entities, and recommending a sustainability strategy for the project. The role will also conduct a‘re-design’ workshop with relevant participants, to develop a program design that reflects lessons learned. Finally, this person will outline different concept notes that reflect program design options based on the results of the research conducted.
RESPONSIBILITIES:
- Generate a stakeholder map of relevant actors, and an outreach plan to engage them
- Conduct interviews with strategic partners from the stakeholder map, and conduct analysis based on the interviews about their potential role, interest, and engagement strategy in absorbing elements of the project
- Conduct a design strategy workshop that engages previous participants and relevant staff and stakeholders to re-design the program based on lessons learned through implementation
- Produce a strategy document that outlines a sustainability model or models for the project or project elements within Jordan
- Draft concept notes and TORs for the different sustainability models and the structure they would require to be implemented
- Transfer relevant contacts to the project team developed during the research period
Qualifications
· MINIMUM REQUIREMENTS:
- Relevant B.A.
- Knowledge of innovation and social impact actors within the Jordan context
- Experience conducting stakeholder research, particularly with government actors, and excellent analytical and synthesis skills
- Previous experience with Greater Amman Municipality preferred
- Excellent English writing skills and communication skills

- Stakeholder map and stakeholder analysis report
- Strategy document for institutionalizing community-driven innovation
- Concept notes for different program design proposals, and TORs for the corresponding structures
· WORK ENVIRONMENT: The role will be based in Amman, Jordan, with travel to relevant sites as needed
