Job Description

ABOUT THE PROGRAMME:

Under the European Commission DG Civil Protection and Humanitarian Aid Operations (ECHO) Humanitarian Implementation Plan (HIP) for 2019, The IRC has applied for funding to continue and enhance the functioning of the Emergency Response Mechanism, a nationwide RRM based on multipurpose cash and WASH programming now in its 9th year of operation, with an objective to assess and rapidly respond to acute shock-related needs of mainly conflict displaced or trapped populations, but also including some natural disaster responses (floods, earthquakes). The ERM reaches on average 250,000 individuals per year, and is a crucial programme in Afghanistan, providing one of the main first-line responses across the country, as the severity of the conflict worsens.

ABOUT THE JOB:

• Based in: Kabul, with regular travel across Afghanistan

• Reporting to: ERM Steering Committee

• Under the guidance of: The IRC’s Deputy Director for Emergencies

• Staff directly reporting to the position: ERM Protection Coordinator

• Direct coordination responsibilities: ERM focal points of other partner NGOs

The main objective of the role is to ensure the ERM functions on the basis of evidence and analysis of humanitarian need, to further enhance the technical capacity in cash transfer programming and protection of the ERM partners, and to ensure evidence generated by the ERM is fed back into the wider humanitarian architecture and used to inform advocacy and response. The ERM COP is a key role at this time, coinciding with a widening of the ERM programme strategy, and is expected to provide leadership and technical capacity to the programme as a whole on aspects such as humanitarian surveillance, cash transfer programming, protection, context analysis and accountability to affected populations, drawing on inputs, experiences and expertise from the partner NGOs.

Key responsibilities:

• coordinating partners’ delivery of high quality programming

• strategic planning and programme leadership

• facilitating the development of common Standard Operating Procedures and tools (particularly around context analysis, humanitarian surveillance, cash distribution modalities and management information systems)

• forging strong relationships with and between stakeholders for operational coordination, advocacy and potential fundraising

• Function as the technical lead for ERM on cash transfer programming and RRM modalities (including humanitarian surveillance)

• Represent the ERM in external for a as agreed with the implementing agencies.

• Facilitate and drive context-based strategic programme development and evidence-based advocacy, ensuring the ERM remains principled, flexible, rapid and relevant.

• Knowledge and data management, identification and documentation of lessons learned and a continual focus on adapting to changing on-the-ground realities, improving and learning.

Although hosted by The IRC, and following its organizational procedures in logistics, finance and security, there will be a degree of separation and independence of the CoP and consortium management, as The IRC is also part of the consortium.

ABOUT YOU:

Education:

• Desirable: Post-graduate degree in humanitarian and/or development studies, social sciences, political sciences or similar field is desirable – additional experience in lieu of postgraduate degree is possible.

Experience:

• Essential: Experience working in an interagency coordination position or management of consortia

• Essential: Minimum 4 years of senior programme management position in an INGO

• Essential: Significant experience and technical expertise working on cash transfer programming and knowledge of the risks and opportunities around multipurpose cash transfers in different forms

• Essential: Experience and knowledge of Rapid Response Mechanisms

• Essential: Experience in protracted conflict settings and significant experience in and knowledge of the related humanitarian architecture

• Essential : Proven experience in assessing, designing, implementing and monitoring activities, with a strong commitment to evidence-based, context-driven, flexible and principled programming

Technical and soft skills:

• Essential : Strategic thinking skills and interest in working and coordinating with different actors (including/especially the affected population) to achieve an effective and principled response

• Essential : Ability to represent the ERM at a strategic level and engage and influence key stakeholders at national level

• Essential : Capacity to provide leadership and be a unifying force;

• Essential : Highly diplomatic with excellent political awareness and understanding

• Essential : Highly sensitive to a Humanitarian needs-based, principled programming approach

• Essential : Fully fluent English: speaking, reading and writing skills;
