Under the supervision of the CORE director, the Research and Learning Officer will advance CORE’s programmatic objectives to enhance CO delivery and refugee resettlement, focusing on content development and monitoring evaluation. Specifically, the Research and Learning Officer will be responsible for producing high quality written materials to assist service providers and inform refugees. S/he will also champion and promote an evidence-based approach to improving CO delivery using established objectives and indicators and, collaborating with other CORE staff, build stakeholder capacity to assess CO programs through in-person and online training.
Major Responsibilities:
- Research, develop, and write refugee backgrounders, effective practices for CO, refugee-facing fact sheets on CO-related topics, newsletter articles, occasionally scripts for multimedia assets, and other assignments, as needed;
- Edit and proofread content produced by co-workers and revise content per funder review;
- With the CORE director, develop and implement an internal outcomes and evidence-based framework for CORE inclusive of work plan deliverables, analytics of CORE’s digital channels, and feedback on CORE activities and products;
- Write and administer assessments and surveys of CORE’s activities and products in alignment with the work plan;
- Building on CORE’s Pre-Departure Cultural Orientation Learning Assessment Toolkit and Reception and Placement Cultural Orientation Learning Assessment Materials, support CORE stakeholders to improve and streamline student learning assessments and analyze collected data to improve CO;
- Research data collection and analysis tools, best practices, and digital innovations and promote appropriate adaptation to CO programs;
- Provide data analysis and other evidence-based evaluation to the CORE director for inclusion in program reports, as needed;
- With other CORE staff, co-facilitate online and in-person trainings including webinars, workshops, and conference presentations;
- Other duties as assigned.
Qualifications
- Undergraduate degree required. Graduate degree in social science, public policy, international development or related field preferred;
- Minimum of 4 years work experience in nonprofit development, technical assistance, or refugee resettlement programs preferred;
- Strong writing skills including the ability to develop coherent, engaging, grammatically correct written documents for a wide variety of audiences;
- Strong editing and proofreading skills using Word review tools, including track changes, and experience managing multiple versions of documents;
- Strong commitment to data-driven programming;
- Experience developing and implementing evaluation systems and collecting, storing, and analyzing project data;
- Experience developing surveys and other data collection tools;
- Experience developing and delivering training on evidence-based programming preferred;
- Experience with mobile data collection preferred;
- Ability to analyze and communicate relevant results of evaluation activities; layout and design, infographics, and data visualization skills a plus;
- Excellent oral communication skills: the ability to communicate effectively with colleagues and partners, facilitate webinars and workshops, and present at professional meetings;
- Demonstrated knowledge of the U.S. Refugee Admissions Program and Cultural Orientation programs preferred;
- Solid organizational skills with the ability to juggle multiple tasks, set priorities, effectively manage time, and meet deadlines;
- Strong commitment to social service or humanitarian assistance programs and willingness to adhere to IRC’s code of conduct; and
- Detail orientated and self-directed.
