Overview:
Over the last decade, Mexico has made notable progress in building and strengthening systems of accountability and oversight. Constitutional, legal, and regulatory reforms have expanded government capacity in internal control and oversight and help to ensure citizens’ right of access to information.
The National Anti-Corruption System (NAS), which entered into force in 2017, establishes a space where citizens, local governments, and federal institutions can converge to defeat corruption. However, uneven political will and capacity limitations have hindered its full implementation.
The complex system poses a significant learning curve for national and local government officials and Mexican citizens more broadly. Further adding to this complexity, a new Mexican administration took office in December 2018, following a sweeping electoral victory for the Morena party in both national and state-level elections. Though anti-corruption was a core campaign promise of new President Andres Manuel Lopez Obrador (AMLO), as of March 2019, the new administration is still developing specific policy frameworks to address the issue.
Establishing the National Anti-Corruption System was an important first step, but it will not be effective unless there is relevant and high-quality information that can help explain why programs are succeeding or failing and can provide recommendations for how best to adapt to improve performance, program design, management or operational decision making.
IBTCI is seeking an Evaluator to conduct a retrospective analysis of multiple USAID interventions in the area of anticorruption in order to verify results, extract lessons learned and best practices, and document challenges. MEXICAN NATIONALS ONLY.
Using your monitoring and evaluation and subject matter skills, evaluate and provide substantive, strategic input to programs to enhance the gender-based strategies. Tasks could include, but not be limited to:
Responsibilities
An inception report describing:
Assessment schedule, including logistical arrangements and locations;
Data Collection Plan. Identifying data to be collected, including precise explanation of data collection methods that will be used for each evaluation question;
Sampling plan;
Members of the Assessment team, delineated by roles and responsibilities;
Detailed Assessment design and methodology (Assessment Design Matrix)
Proposed list of key informants. The key people to engage throughout the analysis may include:
Government officials from relevant institutions such as the Ministry of Public Administration (SFP), National Institute for Transparency (INAI), Audit Institutions, and the Executive Secretariat of the SNA (SESNA) among others - as well as state level government officials who have engaged in USAID programming;
Members of Civil Society members from Institutions such as the Citizen Participation Committees (CPC) at the national and state level;
Civil Society counterparts (including USAID implementing partners) such as Mexicanos Contra Mexicanos Unidos Contra la Corrupción y la Impunidad (MCCI), Mexico Evalua, Transparencia Mexicana, Institute Mexicano para la Competitividad (IMCO), Ethos, and Mexico Evalua among others;
Member of International Organizations (including USAID implementing partners) and Diplomatic Missions such as: United Nations Development Programme (UNDP), World Bank (WB), United Nations Office on Drugs and Crime (UNODC), Organization for Economic Cooperation and Development (OECD), the British Embassy in Mexico, and the German Cooperation Institute (GIZ);
Stakeholders
Interview guides and a draft report outline
A comprehensive desk review on the status of implementation activities including a brief analysis of the social and political context. Reports and other documentation to be reviewed include: Annual and quarterly reports, work plans, and management reviews; previous Technical reports and analyses, training materials, and related content; Relevant project data developed as part of routine monitoring including indicator information and supporting documentation; The original contract and/or agreement and subsequent modifications; Analyses or evaluations, the current USAID/Mexico CDCS, recently closed and ongoing USAID project documents, evaluations and relevant documents and online information from the Government of Mexico, NGOs, and other donor websites.
An oral exit briefing presenting the team’s preliminary findings and recommendations. The presentation must include a PowerPoint presentation summarizing the findings and recommendations.
Draft Assessment Report including:
Field Visit Report: A report outlining field visit activities.
Evaluation Data and Analysis Files: All raw data generated as part of the evaluation should be submitted no later than one week after data collection activities are completed.
Final Presentation: a final presentation -in person- to discuss the summary of findings and conclusions (and recommendations, if applicable) with USAID.
Final report identifying:
How effective is USAID’s approach to promoting implementation of NAS;
How well does external pressure from civil society organizations (CSOs), media outlets, and citizen participation improve accountability and transparency?
How can international donors agencies best support local reform efforts?
7.Participate in discussions and interviews with key donors, NGOs active in transparency and integrity areas, and GOM and USAID officials;
- Participate the site visits to project activities;
Serve in the above consultant capacity to support the IBTCI technical practices of Crisis, Conflict & Governance, Agriculture & Food Security & Economic, Education & Growth and Global Health and/or Business Development divisions.
- This position does not authorize/require the consultant to directly communicate with IBTCI clients.
- This position does not authorize/require the consultant to have decision making authority on final work product.
Qualifications
PreferredKnowledge, Skills and Abilities:
- Expertise in Mexico’s transparency and integrity policy and institutional framework.
- Knowledge of the Mexican context and experience working in Mexico.
- Exceptional organizational, analytical, writing and presentation skills.
Minimum Requirements:
- 5 years of experience in the design and development of Program Evaluations in governance-related projects.
- Good knowledge of Mexico’s government agencies, nongovernmental organizations and international donors.
- A complementary expertise on different geographical areas of the country
- Fluent English-language writing and spoken skills
Education: Bachelor’s degree in sociology, anthropology, political science, economics, or a related field.
SupervisoryResponsibilities: This position does not have supervisory responsibilities.
Travel: Availability to travel to different locations inside Mexico is required
