United States of America: Monitoring & Evaluation Consultant, Digital Skills for New Americans

The International Rescue Committee (IRC) and Microsoft / Tech for Social Impact (TSI) have entered into a partnership, collaborating on creating sustainable social impact programming for refugees and displaced populations around the world, as well as increasing the efficiency and efficacy of the IRC staff who serve them. One such initiative under this partnership is Digital Skills for New Americans.

The goal of Digital Skills for New Americans is twofold. First, it is to develop, pilot, and evaluate a modular, responsive set of digital literacy learning resources that support refugee and immigrant populations to acquire the digital competencies needed for workplace success. Second, through Digital Skills for New Americans, IRC will be able to scale a tested set of digital learning resources across the USP network, including launching a second phase of implementation in four cities.

As a part of this effort, IRC will develop modular learning resources including a curriculum, facilitators guide, and supporting hands-on activities and independence learning activities that support skills acquisition and overall comfort with the digital environment. Additionally, the project has a goal of sharing these digital literacy resources across IRC’s network of 25 locations and specifically, seeks to provide the training to an additional 240 individuals accessing IRC workforce development programming. Finally, select learning resource materials will also be shared with the broader community of refugee-serving organizations in the U.S.

IRC’s strategy in developing the learning resources for Digital Skills for New Americans will intentionally utilize existing resources and materials including Microsoft digital literacy curricular resources. This will ensure that what IRC develops is leveraging proven tools and will allow IRC to focus on key aspects of digital literacy skill development that are unique to the needs of refugees and immigrants working towards employment and career growth.

Deliverables

• An evaluation plan for the Digital Literacy for New Americans Pilot project inclusive of both a formative evaluation to be used during the initial (est. 2 month) pilot phase and the broader (est. 9 month) scaling phase

• The evaluation plan should incorporate appropriate assessment tools including tools to assess client skill development and the effectiveness of different curriculum deployment strategies within IRC field offices

• In collaboration with IRC field teams and national technical team, implementation of the summative and formative evaluation plan

• An evaluation report after the initial (est. 2 month) pilot phase and an evaluation report at the conclusion of the broader (est. 9 month) scaling phase.

Qualifications

• Advanced degree (MA or PhD) in International Development, Economics, Political Science, Statistics or related social science field.

• At least 3-5 years of relevant work experience (essential), background in a consulting role

• (Highly preferred)

• Advanced social science research skills and statistics including strong data visualization skills.

• Evaluation design experience, including the selection of data collection methods on a question-specific basis and development of a detailed data analysis plan.

• Superior writing ability, communicating empirical findings, conclusions and recommendations in relation to evaluation questions

• Ability to be self-starter and possess strong interpersonal skills

• English fluency required

• Priority will be given to those living in Seattle and the Puget Sound area
