Job Description

IRC’s International Programs focus on various relief, rehabilitation, and development programs for refugees, internally displaced persons and those affected by conflict and natural disasters worldwide. Each region is managed by a regional team that supports the country teams, headed by a Regional Director (RD), Deputy RD for Programs, and Regional Grants Director and supported by a Regional Program Officer (PO), two Regional Program Managers (PM) and a part-time Regional Program Assistant. The Asia region includes country offices in Afghanistan, Myanmar, Pakistan and Thailand, and projects through partnerships in the Philippines.

About Pakistan Reading Project (PRP): The USAID-funded Pakistan Reading Project, implemented by the International Rescue Committee and its partners (Creative Associates International, World Learning, and Institute of Rural Management), is a seven-year project (2013-2020) with the objective to support the provincial and regional departments of education throughout Pakistan to improve reading skills of 1.3 million children in grades one and two. The PRP consultant will be responsible for providing grants management, report review and consolidation, communications and administrative support to the Pakistan Reading Project.

Scope of Work: The consultant will report to the Program Officer and will work closely with colleagues in other units and departments, including but not limited to International Program Development, Revenue, Finance, Grants and Communications staff.

The consultant will be expected to:

• Ensure timely and accurate review award agreements, amendments and reports, as well as timely submission of proposals and reports, by coordinating between field and HQ staff

• Provide donor compliance guidance to field staff in coordination with relevant HQ staff

• Collect and disseminate lessons learnt for multi-year project

• Support field staff in processing/closing out sub-grant awards and amendments

• Ensure timely submission of grant tracking sheets and review for accuracy

• Stay informed about programmatic issues and security and political developments in Pakistan

• Follow-up on programmatic issues as required

• Coordinate closely with technical advisors to Pakistan

• Support communication linkages between IRC HQ and Field

• Work with OTIS, the grants management tool of IRCRespond to day-to-day communications from the field via email, telephone, WebEx, and Microsoft Teams

• Respond to interdepartmental and external requests for information

• Coordinate and disseminate Monthly, Quarterly and Annual Reports

• Disseminate reports, resources, dashboards and documents developed by PRP

• Act as the HQ liaison for PRP international partners and coordinate HQ communications

• Ensure distribution of information about project achievements, lessons learned, and resources developed across IRC technical units, particularly across IRC’s global education programs

• Collect sub-partner quarterly and annual reports as per contract and upload to IRC OTIS system

• Liaise with PRP communications on a regular basis to gather content for IRC communications to publish on IRC website, weekly updates, and social media Independently ensure proper administrative support, ranging from providing timely responses to the field, liaising with other departmental staff, to organizing and maintaining efficient grant management filing systems at HQ

• Assist with the organization of regional conferences

• Assist with Partner Meetings in Washington and other locations

• Organize logistics and meetings for field staff visiting HQ

• Organize conference rooms and conference calls as needed

• Take Meeting Notes for MS Teams, WebEx and Conference Calls as required

• Be well versed with PRP travel policy and coordinate travel requests

Lines of Communication: The consultant will work under direct supervision of the Regional Program Officer for Asia, with close coordination with Regional Grants Director, Regional Director, Deputy Regional Director for Programs, and the PRP Chief of Party. The consultant will also work with additional internal and external contacts, including International Program Development, AMU/Revenue, Finance, Communications, Pakistan country offices internally, and Donors/partners externally.

Qualifications

Education:

• Bachelor’s degree in a related field (Education, International Affairs, Social Work, etc.)

Work Experience:

• Minimum 2 years related grants and/or administrative work experience

• Field experience a plus, regional experience in particular

Demonstrated Skills and Competencies:

• Proven excellent writing and editing skills: the ability to draft and edit documents for internal and external audiences

• Experience working with USAID funding

• Excellent interpersonal and communication skills: the ability to effectively liaise with and motivate a variety of people in a multi-cultural environment

• Strong organizational and administrative skills: a proven ability to prioritize projects with attention to detail

• Excellent computer skills: MS Word, Excel, and database software

• The ability to work both independently and cooperatively in a fast-paced environment

• Ability and willingness to travel
