Central African Republic: Economic Recovery and Development Coordinator

BACKGROUND:

Founded in 1933, the International Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression.

Present in the CAR since 2006 the IRC is currently expanding its Country Program (CP) to respond to the ongoing emergency response and develop programs for the early recovery stage in country. The CP is active in 3 locations across the country (Bangui, Bocaranga and Kaga Bandoro) and four sectors (Health, Water and Sanitation, Food Security/Economic Recovery and Development (ERD), and Protection including women’s protection and empowerment (WPE), child protection). The team includes 15 international staff and around 180 national staff.

SCOPE OF WORK:

The ERD coordinator is the key position working on economic early recovery activities, livelihood and food security with special attention for women and girls for the CP in country. The coordinator will be responsible for the implementation of all ERD programs and food distributions. The coordinator will ensure the quality of ongoing programs and the launch of new activities. The key program is funded by the Bêkou Trust Fund and has a focus on support for national partners, CBOs and local womens’groups. The program is rapidly expanding. The position will be based in Bangui with 40 % travel to Bocaranga and Kaga Bandoro. The position will report to the Senior Program Coordinator and will liaise closely with the technical unit based in NYC.

RESPONSIBILITIES:**

Technical Quality

  • Provide technical and management leadership to the ERD/food program in accordance with best practice and IRC policy.
  • Ensure that data collection and information management systems are in place for appropriate analysis, planning, evaluation, and advocacy; ensure implementation of best practices and lessons learned.
  • Ensure regular communication with the ERD Technical Unit to integrate appropriate technical unit priorities in program design.

Staff Supervision & Development

  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Directly supervise the ERD Managers and ensure regular performance reviews.
  • Assist with the recruitment of ERD staff, in coordination with HR, senior management, and the ERD Technical Unit.
  • Ensure training and ongoing capacity building opportunities for staff on technical and project management skills.

Grant Planning & Implementation

  • Responsible for the overall achievement of all ERD grants.
  • Support implementation and ensure adherence to grant work plans, spending plans and monitoring and evaluation plans.
  • Work closely and coordinate with IRC Operations, Finance and Grant departments to ensure compliance with grant requirements.

Grant Monitoring & Reporting

  • Support development and maintenance of effective and efficient oversight, support, quality control and reporting systems and processes.
  • Ensure high-quality IRC and donor reports on activities, indicators and achievements.

Coordination & Representation

  • Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.
  • Regularly attend ERD related cluster meetings at appropriate levels to feed in IRC priorities from the field.
  • Interact with the media and respond to media requests involving ERD programming, when relevant and necessary.
  • Ensure field concerns and challenges are brought to relevant stakeholders to push for standards and procedures that systematize how ERD is implemented and coordinated at the field level.
  • Work actively and promote coherent implementation with the Area Program Coordinators – engage in defining priorities for the areas in relation to his scope of work
  • Manages, trains and support field managers in all technical aspects of the programs relevant to the ERD program and promote collaborations among program sectors
  • Liaise and closely collaborates with the grant coordinators for all grant management aspects

Program Development

  • Lead the development of the strategy for the ERD program.
  • Contribute to the development of the overall country program strategic direction.
  • Lead proposal development activities (narrative and budget) through planning and program design with relevant field-based staff, to ensure technical standards are taken into considering before submission.
  • Coordinate with other IRC sectors (i.e., protection, health) to provide relevant input and support enhancing the protection and empowerment of women and girls.

Other

  • Consistently and proactively monitor/assess the safety and security of field teams, promptly reporting concerns or incidents to IRC management and liaising with other external parties as required to maintain/enhance the security environment.
  • Other duties as assigned by the supervisor to enable and develop IRC programs.

Professional Standards

  • All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.

REQUIREMENTS:

  • MA/S or equivalent in Agriculture, Economy, Business, social science, humanities or other related degree
  • At least 5 years of overseas experience, including substantial management experience in ERD/food programming
  • Previous experience supervising and managing a multi-disciplinary team in a cross-cultural setting

  • Previous experience in emergency preparedness and response

  • Demonstrated experience in capacity building and mentoring of national and international staff

  • Demonstrated experience in grant management and proposal writing

  • Strong management, assessment, project planning, organizational, interpersonal, and communication skills

  • Experience in Africa required.

  • Experience with the VSLA and/or cash transfer programs preferred.

  • Prior experience working in insecure environments preferred.
