BACKGROUND/IRC SUMMARY: Founded in 1933, the International Rescue Committee (IRC) is a leading international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those affected by the world's worst humanitarian crises. At work today in over 40 countries and 26 U.S. cities, the IRC restores safety, dignity and hope to millions who are uprooted and struggling to endure.
The IRC Jordan program was established in 2007 and operates programs in Jordan and Southern Syria with an annual budget of $36 million. The IRC is currently providing humanitarian assistance in the sectors of child protection, health, women's protection and empowerment and economic recovery and development through a team of over 200 staff. The IRC has a field office in Mafraq and implements programs across the governorates of Mafraq and Irbid as well as providing technical support to partners in Zarqa; the main office is in Amman. The IRC also remotely supports partners in Southern Syria to implement health, livelihoods and protection programming.
Job Overview/Summary: The WPE Coordinator will be responsible for the technical oversight of the WPE program in Jordan, for ensuring donor compliance and for contributing to the development of further WPE programming in Jordan. The position technically supervises a field-based WPE Manager and a Service Delivery Specialist. Working under the supervision of the Deputy Director of Programs and technical guidance of the WPE Technical Advisor, the WPE Coordinator is based in Amman with frequent and regular travel to program sites in northern Jordan.
Major Responsibilities:
Technical Quality
- Provide clear technical support, supervision and guidance to the WPE team, relevant partners and cross sector initiatives involving WPE.
- Ensure staff adhere to GBV best-practice and professional standards and principles through technical support, mentoring and capacity building.
- Identify technical gaps in the program and service delivery models and devise solutions to meet those gaps, including modifying existing training resources, developing SOPs, and identifying short-term consultants.
- Develop targeted, tailored capacity building plans for WPE staff and partners, ensuring that training and capacity building meet the respective needs of WPE and partners and reflects their respective priorities.
- Support the implementation of the Jordan Strategic Action Plan by ensuring that program activities align and contribute to achieving selected pathways of the prioritized signature and core sub outcomes.
- Support collaboration of WPE programming across other IRC sectors including Economic Recovery and Development, Child Protection, Health, Education and Protection.
Partner Identification & Management
- Support the Identification and development of partnerships to support implementation of programs and activities.
- Provide relevant capacity building support to partners to support WPE programming and sustainability of activities.
Monitoring & Evaluation
- Working closely with the M&E Coordinator, WPE Program Manager and Service Delivery Specialist, support the development and implementation of ethical and safe monitoring and evaluation systems, including program monitoring tools and the utilization of the GBVIMS.
- Oversee and ensure analysis of results are conducted and guide WPE staff to use these results to enhance program effectiveness and quality.
- Support rollout and use of the IRC's global Outcome and Evidence Framework, ensuring adherence to theories of change and core indicators.
Grant Monitoring and Business Development
- Support and ensure donor compliance, including appropriate and timely spending of grants to achieve program goals, grant reporting contributions, use and distribution of supplies and resources.
- Lead the development of new business concept notes and proposals for the continuation and expansion of WPE programming in Jordan, in liaison with the WPE Technical Advisor.
- Ensure the submission of timely, accurate and well written donor reports and other reporting requirements for all WPE programming in Jordan, working closely with the WPE Program Manager.
- Work closely and coordinate with IRC technical unit, logistics, finance and grant staff to ensure timely and compliant program activities and expenditures; including active participation in grant opening/closing and review meetings and participation in bids opening and review.
Staff Management and Development
- Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance
- Supervise and mentor the Service Delivery Specialist, and technically supervise the WPE Program Manager, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and providing documented semi-annual performance reviews.
- As part of succession plan and nationalization goals, identify, train and develop capability and capacity of a national staff to successfully transition role and responsibilities, by end of assignment
- Provide constructive feedback and counsel on appropriate career paths and professional development.
- Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage.
- Offer leadership support for successful adherence by staff to IRC's Global HR Operating Policies and Procedures.
Job Requirements:
Education: Advanced degree in Social Work, Women's Studies, or other related field.
Work Experience:
- Minimum of 4 years professional experience in implementation of emergency GBV programming.
- Proven experience supervising staff and providing case management services and support.
- Prior international experience working in emergency settings or insecure environments; regional or in-country experience preferred.
- Proven track record in working with teams, showing high performance in a multi-cultural environment, demonstrating flexibility, and able to handle pressure with professional grace.
Demonstrated Skills and Competencies:
- Strong program/technical and budget management skills.
- Solid experience with planning, reporting, monitoring and evaluation skills.
- Thorough understanding of gender-based violence response protocols, guiding principles and service provision.
- Strong written and oral communication skills, effective in representation and liaison with external parties.
- Must be capable of applying skills and knowledge in a range of capacities, including direct implementation, advisory functions, training and the transfer of technical knowledge and management skills to others.
Language Skills:
- Fluency in English required, Arabic an asset.

Working Environment: The position is based in Amman with approximately 35% of time expected spent traveling to the field locations. Living standards are good and the security situation is calm and stable but this could change. Medical, life insurance and retirement package are provided as well as travel to/from post.
