JOB DESCRIPTION

Position Title: Environmental Health / Public Health Manager

Location: Northern Greece

Reports To: Deputy Environmental Health Coordinator

Department: Environmental Health

Length of Assignment: 6 Months

Job Summary:

The Environmental Health (EH) Manager is responsible for leading IRC’s emergency WASH response for the refugee influx in the north of Greece. The EH Manager will have responsibility for program design, implementation, quality assurance, monitoring, staff supervision, coordination with other partners and reporting for WASH activities carried out during the emergency. This specific role will focus on hygiene promotion and community mobilization activities within the formal and informal settlements throughout northern Greece. The EH Manager will ensure the consistency, quality, efficiency, and accountability of Water, Sanitation, and Hygiene (WASH) activities implemented across the program area of intervention.

Keys tasks and responsibilities:

· Conduct WASH assessments, site assessments and liaise with local authorities and beneficiaries on WASH needs.

· Design site level WASH hygiene promotion campaigns activities and response activities and determine the necessary resources required for successful implementation.

· Prepare work plans, training materials, hygiene strategies (including potentially Cash for Work programming) and other supporting documents as required.

· Assist in the preparation of contracts and service agreements for WASH activities.

· Develop tools for community health messaging including all information education and communication materials.

· Supervise EH Officers, Hygiene Promotion assistants, Community Health Workers from within the refugee and asylum seeking populations and cleaning teams at multiple sites simultaneously.

· Supervise/manage the day-to-day WASH activities in the different sites.

· Ensure that the main hygiene standards are consistently monitored across all sites and the hygiene strategies achieve the appropriate final deliverable quality or quantity required.

· Adapt the strategy, training and support required, depending on emerging hygiene needs, within the camps.

· Manage all hygiene related Non-Food Items (NFI) distributions within the camps.

· In collaboration with program staff, provide guidance and technical oversight to implementing partners and other collaborating agencies to ensure that lessons of sound practice are documented and disseminated.

· Ensure that basic standards of water supply and sanitation are maintained with all target beneficiaries including the appropriate use of SPHERE standards and other internationally recognized standard sets.

· Manage the EH budget appropriately including creating spending plans and ensuring budgets are spent on time.

· Coordinate with Supply Chain and ensure that the required procedures are followed and adequate documentation is developed.

· Ensure that a monitoring, evaluation, accountability, and learning (MEAL) framework is in place and indicators are agreed that adequately capture the EH activities.

· Collect and compile data related to the MEAL framework and ensure that appropriate monitoring systems and supportive documentation are in place.

· Hire staff as needed and ensure that capacity building is provided to all EH staff.

· Liaise with the HR department to ensure that appropriate records and documentation for staff is in place.

· Draft and contribute to EH reporting according to the needs of the Deputy EH Coordinator.

· As needed, support the team and the EH Coordinator and Field Coordinator for occasional tasks and may arise that are not detailed above.

· Use program resources effectively and with care.

Program approach

· All Environmental Health Managers are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.

· Adhere to the Code of Conduct every day – in the site and in the community.

· Maintain confidentiality.

· While in transit sites, all IRC staff must wear appropriate IRC visibility.

· Act in a way that is sensitive to gender, protection, HIV, the environment and other important cross-cutting concerns.

Person specification:

· Minimum 5 years Public Health, Hygiene Promotion or Water, Sanitation and Hygiene management WASH experience.

· Degree in public health, health management or relevant qualifications and experience to match.

· Demonstrated experience with an array of leadership managing issues and solutions, related to construction and water and sanitation.

· Remote team management experience preferable.

· Strong leadership, coordination and interpersonal skills, including demonstrated success leading the work of culturally diverse teams.

· Demonstrated knowledge on various Greek environmental, hygiene and sanitation policy, standards, sphere standard guidelines etc.

· Demonstrated ability with project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, etc.

· Oral and written fluency in Greek and English. Arabic or Farsi is an asset.
