In response to the influx of refugees in Greece, The IRC Hellas has been working in Lesvos since June 2015, currently providing support to Middle East and North Africa refugees.
Job Overview/Summary
The HR Manager is responsible for having direct supervision of the HR team in the mission (HR officers & Assistants) at Coordination and projects level.
She/he supervises all administrative issues for HRM for national staff. Provide support to the various human resources function of the country program. This includes managing recruitment, processing of the payroll and associated benefits and statutory obligations, maintaining HR records, supporting the performance management system and targeted learning and development initiatives as well as other HR projects.
Under the support of the HR Coordinator, the HR Manager will actively participate in development and roll out of global HR initiatives and review of local HR policies and procedures.
She/he responsible for the operational side of the HRM framework and provides support to the coordination team preparing and delivering reports with recommendations for change.
Major Responsibilities
- Work together with the HR Coordinator in the implementation of IRC’s new Global HR Operating Policies and Procedures and ensure all HR activities are carried-out in adherence to these standards
Provide support for HR field staff in carrying out regular field visits.
Partner with program staff and the HR Coordinator to plan and manage timely and effective recruitment efforts for the North Greece Program. This includes using good networks, agencies and advertisements; screening applicants; participating in interviews;; ensuring new employee’s paper work is processed accurately.
Coordinate and monitor contract renewals; all staff related entry and exit documentations upon hire and at exits after end of assignments.
Assures to keep the files in coherence with IRC standards and in line with country legislation.
Maintain records and compiles statistical reports concerning personal related data (i.e hires, transfers, performance appraisals).
Plan, conduct and track new employee orientation to ensure every new hire receives on-boarding/training and foster a positive attitude towards organizational objectives.
Act as the focal person for all benefits inquires, submit monthly reports where needed and ensure all staff are enrolled to the schemes upon hire; delegate benefits administration as appropriate
Manage timely and accurate monthly payroll for the North Greece program and train back up staff to manage this when absent.
Coordinate staff trainings in accordance with the learning and development plan; book all training courses for employees, monitor and track all IRC sponsored trainings ensuring all stall fill out all relevant paperwork and feedback reports in compliance with IRC’s policies and procedures; coach managers on training and development opportunities and resources
In partnership with HR Coordinator, ensure strong performance management processes; follow up on all performance management evaluations ensuring that all new employees receive goals within 30 days and that this is done in a timely and professional manner.
Responsible of the HR data base (inclusive of the leave database, tracking of staff probationary periods, timesheets etc). Supervise the regular update of the personnel records filing system ensuring that information is filed in an orderly and timely manner.
Work with HR Coordinator to resolve specific employee relations issues with professional grace; as requested, lead investigations to resolve issues/conflict in the workplace.
Serve as an ambassador and champion for the IRC Way: Standards for Professional Code of Conduct.
Ensure safety regulation at work, making sure rules and regulations are respected.
Makes sure all main HR documents are available, translated and understood by staff at all levels.
Takes an active part in meetings (i.e HR Forum; etc.)
Reports to HR Coordinator and coordination team all relevant information on HR situations.
Ensure update and completion of HR database and periodical reporting to HR Coordinator and Headquarters.
Job Requirements
- University studies/ Higher education in Human Resources, Business administration or related field.
- 3 to 5 years of experience in human resources; 2-3 years in a similar role. Professional experience with INGOs/NGOs and/or international experience is a plus; interest in humanitarian field is preferred.
· Proven sense of professional discretion, integrity, and ability to manage situations diplomatically and to effective resolution.
· Strong management, interpersonal and negotiation skills and a demonstrated ability to promote harmonious/cohesive teamwork, in a cross cultural context.
· Diplomatic and strong acumen in establishing positive working relationships with employees and all other stakeholders to maximize cooperation and productivity.
· Excellent presentation and training skills
· Proven track record in developing capacity of staff
· The ability to work under pressure and with employees from all levels.
· Very strong proficiency in MS Word, Excel, and PowerPoint is required.
· Written and Spoken fluency in English.

· While in transit sites, all IRC staff must wear appropriate IRC visibility
