BACKGROUND:
Founded in 1933, the International Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression.
Present in the CAR since 2006 the IRC is currently expanding its Country Program (CP) to respond to the ongoing emergency response and develop programs for the early recovery stage in country. The CP is active in 3 locations across the country (Bangui, Bocaranga and Kaga Bandoro) and four sectors (Health, Food Security/Economic Recovery and Development (ERD), and Protection including women's protection and empowerment (WPE), and Child protection). The team includes 10 international staff and around 180 national staff.
SCOPE OF WORK:
The ERD Manager is the key position in assuring the quality of implementation among economic early recovery activities, livelihood and food security in Kaga Bandoro, the provincial capital of Nana Gribizi. The ERD manager will track the quality of ongoing programs and the launch of new activities. He or she will work closely with the ERD coordinator in the development of project management tools including spending, procurement, M&E and training plans while also assuming the leading role ensuring these tools are being applied, adapted and updated by the teams in the field. This position will collaborate regularly with the M&E Coordinator and M&E officers in order to guide and retrieve relevant data for reporting.
The ERD program is rapidly expanding in Nana Gribizi with an emphasis on improving food-security, livelihoods restoration and diversification and ensuring women and girls have control over their resources. The position will be based in Kaga Bandoro with 25% travel to Bangui. The position will report to the ERD Coordinator and will liaise closely with the Area Program Coordinator (APC) in Kaga Bandoro.
RESPONSABILITIES:
Program implementation and development
- Overall responsibility for effective and efficient management of project implementation consistent with the project management cycle, program objectives, activities and indicators
- Provide technical and management leadership to ERD national managers
- Develop workplan, spending and purchase plans, and management tools with ERD Coordinator and oversee these resources are adopted and applied by field teams.
- Integrating observations and lessons from the field, collaborate closely with ERD Coordinator to the development of plans, proposals, and budgets for new projects and extensions of projects.
- With APC's and field teams, spearhead needs assessments, with particular attention to food shortages and the living conditions among returnees' and IDP's.
- Work closely with Child Youth Protection and Development (CYPD) and Women's Protection and Empowerment (WPE) programs in the field to ensure an integrated approach is in place to select the most vulnerable to receive ERD support.
- Provide and document ERD approaches through the development of technical briefs at crucial steps of ERD activity roll-out including Cash-For-Work, Small Income-Generating Activities, Apprenticeship/Vocational training, Home-gardening and Food Distribution, etc to ensure quality programming.
- In the development of new projects, act as the intermediary between the APC and ERD coordinator to ensure all operations costs, relevant to the implementation of activities in the field, are earmarked in the budget.
- Based on routine needs assessments, develop in collaboration with the APC evidence-based projects using OEF (Outcomes and Evidence Frameworks) tools including SMART Indicators and theories of change.
Staff Supervision & Development
- Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform and grow in their positions.
- Directly supervise the ERD National Manager in Kaga Bandoro and ensure regular performance reviews.
- Ensure training and ongoing capacity building opportunities for staff on technical and project management skills.
- Clearly define the training needs of staff and ensure they are able to access training and professional development resources appropriate to their skill gaps/needs.
- Ensure all program staff are of aware and follow IRC procedures
- Lead with commitment, integrity and accountability to the "IRC Way" - Global Standards for Professional Conduct
Grant Monitoring & Reporting
- Anticipate reporting deadlines by regularly communicating to ERD Coordinator the results and progress, defined by project's objectives and indicators.
- Assure appropriate and timely spending of grants to achieve program goals.
- Oversee all program budgets and monitor, on a monthly basis, all Budget Versus Actual (BVA's) published by Finance
- Develop in a timely manner reports for ERD activities, both internal and donor-related
Coordination & Representation
- Actively develop and maintain effective working relationships in Kaga Bandoro with key stakeholders, including donors, government actors, WFP, FAO and other UN agencies, international and local NGOs, and other relevant actors.
- If ERD Coordinator is unable to attend, represent IRC at relevant cluster meetings to feed in ERD priorities from the field.
- Ensure field concerns and challenges are brought to the ERD Coordinator's attention to push for standards and best practices that systematize how ERD projects are implemented at the field level-including the dissemination and application of technical briefs to field staff
Other
- Consistently and proactively monitor/assess the safety and security of field teams, promptly reporting concerns or incidents to IRC management and liaising with other external parties as required to maintain/enhance the security environment.
- Other duties as assigned by the supervisor to enable and develop IRC programs.
- Act as interim ERD Coordinator when needed.
Professional Standards
- All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.
REQUIREMENTS:
- Agriculture, Economy, Business, or Management degree
- Experience working in insecure work environments and understanding of personal and team's safety and security needs.
- Minimum 3 years of experience in assessing, developing, management/coordinating of ERD and/or food security projects in an international setting.
- Demonstrated experience working on agriculture and/or vegetable gardening
- Demonstrated experience with WFP food distributions and reporting.
- Experience with the VSLA and/or cash transfer programs including Cash-for-Work preferred
- Strong management, assessment, project planning, organizational, interpersonal, and communication skills
- Experience in Africa required.
- Strong program/technical and budget management skills, planning, reporting, monitoring and evaluation skills
- Demonstrated ability in resource mobilization for emergencies/early recovery.
- Strong written and oral communication skills, effective in representation and liaison with external parties.
- Excellent computer skills in programs such as: MS Word, Excel, Powerpoint and mobile-device data collection
- Fluent in spoken and written French and working knowledge of English.
