Scope:
This position provides child protection technical leadership in the design and development of programs for children in countries in conflict, crisis, post-conflict and post-crisis settings across the world, with a specific focus on research, monitoring and evaluation for child protection. To ensure quality programming towards impacting the lives of children affected by conflict and crisis through IRC's work, the Child Protection Technical Advisor provides technical support; supports business and partnership development; develops strategies and resources; reviews, uses and generates evidence; and raises IRC's profile.
Major Responsibilities:
1 Overall support: provide remote and on-site technical support and assistance in the design, development, implementation, monitoring and evaluation of programming and project activities within the domain of child protection. Maintain relationships with regional team and country program coordinators and managers and offer them support, as needed, on program design, development, implementation and monitoring and evaluation. 2 IRC 2020: facilitate the roll out of IRC strategy and initiatives with country programs, especially the Outcome and Evidence Framework, by conducting training and workshops, providing guidance and support, etc. Coordinate with other technical advisors, especially women protection & empowerment and protection & rule of law advisors, and ensure that child protection teams at field level coordinate with the other teams and sectors. 3 Business development: contribute to or lead the development of concept notes and proposals, and partnerships for global and country level child protection projects. Ensure that concept notes/proposals are in line with countries' Strategic Action Plans and selected signature and core outcomes, and closely collaborate with other technical advisors, teams and sectors. Identify and pursue funding and partnership opportunities, build donor and partner relationships. 4 Capacity building: based on assessed needs, train and strengthen regional and country program teams' capacities on child protection interventions, such as case management, family tracing and reunification, parenting, Safe Healing and Learning Spaces, etc. 5 Tools and resources: develop tools and guidance for tools developed through the child protection team and VPRU technical unit, as appropriate. Support child protection teams at field level to use the minimum standards for child protection in humanitarian action and all relevant inter-agency guidelines and standards. 6 M&E: lead the development of strategies and resources for child protection with a specific focus on M&E for child protection and in close collaboration with the VPRU M&E focal point. Coordinate the development and use of strategies and resources for M&E in child protection. 7 Research: ensure child protection programs with strong research components are based on the best available evidence and continue to generate evidence, in close collaboration with the VPRU research focal point and with REL. 8 Internal representation: represent the program area of safe programming and child protection mainstreaming across the organization, serving as a resource to IRC staff seeking information about child protection program activities, including external relations and advocacy departments. Respond to field queries regarding program activities in this area. Actively participate to meetings/workshops organized by the child protection country support team and VPRU technical unit. 9 External representation: represent and lead on the program area of M&E and research for child protection and the IRC in external meetings and academic fora with donors, other non-governmental organizations, inter-agency working groups, foundations and other practitioners in the field.
Job Qualifications:
Education: Master's/post-graduate degree in international development, child protection, social work or relevant field or equivalent combination of education and experience is required. Participate in ongoing training courses and share knowledge and skill sets within the unit.
Work Experience: A minimum 5 years of field-based child protection program management experience is required, preferably within a humanitarian, international development setting.
Demonstrated Skills and Competencies: Demonstrated expertise in child protection program design, monitoring and evaluation, with the ability to turn concepts and strategy into measurable action. Strong verbal and written communication skills. Demonstrated commitment to renewing and maintaining currency with best practices.
Language Skills: Proficiency in French is highly desirable.
Working Environment: Up to 40% travel may be required.
