What we do: The IRC has been working in Myanmar since 2008 and is committed to implementing quality programming to improve the wellbeing of the most vulnerable populations in the areas of livelihoods, water and sanitation, health, and social development. IRC programming reflects a commitment to sustainable solutions, and believes this is achieved through participatory approaches such as community driven development, community disaster risk reduction, and capacity building of local partners.

IRC’s, USAID funded Project Local Empowerment (PLE) supports and empowers a network of nearly 40 community-based organizations (CBOs) working in health, education, protection, women’s protection and empowerment, and livelihoods and food security to provide humanitarian and development assistance that address the needs and rights of conflict-affected people living in four states and two regions in South East Myanmar, as well as for migrants and refugees living in four provinces and nine camps in Thailand. As PLE enters its final project year it is looking to document current activities and partnerships toward improved current and future response and coordination.

Your Mission:

To create updated, user-friendly and informative mapping detailing PLE’s current activities and partnerships in Myanmar and along Thailand’s border with Myanmar.

Your Job Scope includes but not limited to:

The Mapping Consultant will work with PLE staff and partners to develop an understanding of current PLE activities and locations (down to village tract level) in order to decide on and create maps which enhance documentation and visual representation of the project. In addition, the Mapping Consultant will determine how PLE activities can best be represented on the Myanmar Information Management Unit (MIMU) website as well as strategies for continued updating beyond the consultancy period. It is expected that map development would begin after a thorough desktop review of the project & potential field site visits if determined necessary.

Outputs/deliverables:

  1. Set of agreed upon professional maps (geographic & sectoral) and other supporting visuals as needed which highlight PLE activities/locations and assist with further service deliver & coordination;

  2. PLE updated activities on MIMU;

  3. Sustainability plan for PLE staff/partners, including training if needed, for continued representation of activities.

Deliverable schedule:

Deliverables Start/End date

  1. Initial meeting on project overview & to determine mapping priorities :Within one week of project start

  2. Desktop review of PLE activities (can be prior to above if determined more appropriate)

  3. Meeting with PLE consortium partners

  4. Plan to meet with PLE sectors community based organizations :Within two weeks

  5. Draft workplan submitted for review :At the end of second week

  6. Visit PLE sectors community based organizations as necessary and Draft maps:TBD

  7. Sustainability plan, including training as needed &/or facilitated assistance through MIMU:TBD

  8. Consultation regarding drafts :Ongoing

  9. PLE partner activity updated on MIMU :Prior to project completion

  10. Delivery of final package:Estimated 3 month maximum

Experiences

· Proven technical expertise, familiarity with SE Myanmar context and ability to travel within Myanmar.
