The International Rescue Committee (IRC) responds to the world's worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. At work today in over 40 countries, the IRC aims to restore safety, dignity and hope to millions who are uprooted and struggling to endure.

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 6.5 people are internally displaced and 9.3 million are in need of humanitarian assistance. Of Syria's pre-war population of 23 million, 4.8 million are now refugees. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is undertaking a robust humanitarian response to the Syria crisis. With an annual budget in excess of $100 million and a rapidly expanding portfolio, supported by more than 1100 staff, IRC is implementing programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women's protection and empowerment, NFI and food distribution, cash assistance, and livelihood programming.

SCOPE OF WORK:

The Field Coordinator is responsible for overall coordination of the Hasakeh field operation including the Derek field office, supporting facilities in Amuda and programming areas across the governorate. The Field Coordinator will work closely with the program and operations staff in Derek. The Field Coordinator will report to the Deputy Director of Operations based in Erbil, Iraq.

Responsibilities:

Field operations

  • Chair and lead weekly all staff meetings amongst programs, administrative and supply chain staff
  • Ensure the provision and management of high-quality facilities and office services, including office and guesthouse space, IT, telecoms and office equipment, and administration
  • Support Program Coordinators and Managers in the oversight of program quality through regular field visits to areas of operation and close collaboration with program coordinators
  • Proactively identify, assess, monitor and implement measures to reduce or control risks that may impact field operations and program delivery
  • Coordinate the execution and collection of operational needs assessments and participate in proposal development processes in cooperation with Deputy Directors and Program staff. Contribute to and review budgets to analyze and ensure they are reasonable and sufficient to cover operational needs of the Derek field office and sub-offices.

Supply Chain and Finance

  • Supervise Derek based operations, finance and human resources staff to ensure that all tasks are completed properly and are up-to-date in support of program objectives and compliance goals.
  • Manage overall coordination of field operational budgets for Syria-based grants; liaise closely with the finance staff and grants and compliance staff to monitor cash flow, review BVAs and track operational spending.
  • Ensure that all Derek-based staff are adhering to IRC policies, procedures and practices and that staff are in compliance with IRC, donor and national requirements;
  • In close coordination with the Deputy Director for Operations, oversee the day-to-day safety and security of IRC staff, assets and premises (office, field sites and residences); ensure consistent review and updating of security management plans for the Syria offices when applicable or requested.

Human Resources Field Management

  • In coordination with the Human Resources (HR) Lead, ensure that human resources policies and procedures are documented, disseminated and consistently applied in the Derek office.
  • Through collaboration with HR staff based in Erbil and sector/function leads, ensure that each team is staffed appropriately according to need and funding availability.
  • Provide supportive guidance and supervision to the Derek Field Office personnel. For direct reports, discuss job expectations, set objectives and provide appropriate and timely feedback regarding performance, including timely implementation of the Mid-Year and annual performance managment system.
  • Promote and monitor staff care and well­being. Support appropriate interventions in response to identified staff care needs of both national and international staff.
  • Work with regional HR staff to identify and implement recruitment and retention strategies with focus on nationalization.
  • Clearly define the training needs of direct reports and ensure they are able to access training and professional development resources appropriate to their skill gaps/needs.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Lead with commitment, integrity and accountability to the "IRC Way - Global Standards for Professional Conduct".

Coordination

  • Develop and maintain effective working relationships with all stakeholders - including community leaders, NGOs, local authorities and UN agencies, to enhance cooperation and coordination between organizations and maintain and enhance humanitarian space.
  • Participate in various camp and field working group meetings.
  • Ensure various sector teams are integrated and there is cross collaboration and coordination amongst the teams in collaboration with program coordinators.

Representation

  • Facilitate well-coordinated field visits for donors, IRC HQ/technical units, IRC internal staff and other external visitors.
  • Represent IRC in local coordination forums and networks.

Qualifications

  • Minimum of 5 years' experience working in a humanitarian and/or development NGO, at least two years in an emergency or complex emergency context;
  • Graduate degree in Business Administration, Finance, NGO management or relevant area preferable.
  • Proven experience as an efficient and effective manager (including management of people, projects and budgets);
  • Solid ability to provide team-building, coaching, and development for staff as well as encourage cross-functional collaboration and cooperation
  • Exceptional organizational and coordination skills;
  • Knowledge of budgeting and familiarity with US and European donors and their rules, requirements and guidelines; Ability to live and work under pressure in an unstable working environment
  • Experience and reliability in carrying out safety and security protocols;
  • Excellent relationship-building, interpersonal skills and the ability to effectively represent IRC at forums;
  • Strong negotiation skills essential with experience in conflict resolution desirable and knowledge of applied humanitarian principles;
  • Fluency in English, especially English language report-writing; Kurdish and Arabic language strong advantage.

SPECIFIC SECURITY SITUATION/HOUSING:

This position is an unaccompanied post based in Derek, Syria, with frequent travel to Dohuk and Erbil, Iraq and must comply with all IRC security policies and procedures applicable to international staff.
