JOB TITLE: WPE Senior Response Officer

JOB SUMMARY, WPE SENIOR RESPONSE OFFICER
The WPE Senior Response Officer oversees the individual and group-based support and psychosocial activities for GBV survivors and vulnerable women and girls, specifically - Case management, referral services, the safe spaces, and also the community engagement. The WPE Senior Response Officer also oversees information collection, M&E and program reporting at the site level, and with the WPE Manager, advocacy related to gaps in services, support and issues concerning safety, risk, protection of women and girls in the community.
Key working relationships:
· Position Reports to: WPE Manager
· Position directly supervises: WPE Case Workers, WPE Prevention Officers
· Internal collaborations within IRC: WPE Cultural Mediators-Translators; Child Protection team; MHPSS team; WASH team**;** Economic Recovery and Development team
· External collaborations to IRC: Protection and other actors, organizations and agencies within the camp / site of work
RESPONSIBILITIES
Program implementation and quality
· Reinforce adherence to the GBV guiding principles throughout all WPE activities
· Ensure response work with clients, including case management and psychosocial interventions, adheres to best-practice principles when working with survivors of GBV;
· Seek technical guidance and support from the WPE Manager on activity development, implementation and available resources
· Ensure the availability of a confidential space for case management and individual counselling
· Oversee the referral mechanisms, and lead on the maintenance and regular/timely updating of the service mapping and referral pathways, and training of referrals service providers on the referral pathway and appropriate referrals
· Oversee, and provide guidance on, age appropriate and relevant activities, including psychosocial, for women and adolescent girls in the safe spaces
· Oversee, and provide guidance on, the implementation of the community engagement and outreach activities led by the WPE Prevention Officers
Staff Supervision & Development
· Directly supervise - the WPE Prevention Officers; and the WPE Case Workers, with whom you will provide case management supervision in-line with the WPE Case Management guidelines
· Provide direct support and ongoing mentoring to WPE Case Workers as they provide services to GBV survivors, including - assessment of needs; basic counseling; development of action plans; support in pursuing services and support; safety planning; and for adolescents and girls, on best interest determination, age appropriate engagement, decision-making, and do no harm
· Support WPE staff professional development and foster a positive team spirit to encourage**;** identify training needs, and support the organization and facilitation of training to meet those needs, in collaboration with the WPE Manager
Administration, Budgeting and Program Planning
· Raise appropriate Purchase Requests (PRs) for activities, with correct budget codes and in-line with the allocated budget for those activities; and oversee PR tracking for all PRs your site, and track until completed and items received
· Ensure that all relevant financial documentation is accurately completed and submitted, as required by IRC policies
· Compile, prepare and update detailed activity work plan(s) that support and achieve activities, and incorporate WPE Manager feedback as requested; and support the WPE team in developing and implementing their activity work plans
· Ensure the team submits on time all key HR (monthly timesheets, leave requests, HR issues), logistical (movement planning/transportation) and security (incident reports) documentation
Program Monitoring & Reporting
· Review all relevant activity data collected using the M&E tools provided as received from the team, to ensure accuracy and completion, addressing any issues as they arise; and -
· Compile the weekly and monthly reports from your site/location, including information on safe space and community engagement activities, and analysis of regular safety audits, community consultations, and progress made; and submit to the WPE Manager to agreed-upon deadlines.
· Monitor the quality of our programming and impact (positive or negative) in the community, and report back regularly, in a timely manner, to the WPE Manager
Collaboration & Representation
· Develop and maintain effective working relationships with all partners, organizations and actors
· Advocate with peer agencies, government and other stakeholders to promote timely and quality responses for women and girls on protection and empowerment
· Proactively take part in camp coordination meetings relevant to WPE
Other
· Ensure all activities are carried out in accordance with IRC Operational policies
· Other duties as assigned by the supervisor to enable and develop IRC programs
Flexibility - This position will have a focus on at least one camp site. However, due to the changing context, and in order to best ensure we are meeting the needs of women and girl refugee populations, the position may also be required to provide roving support or be more mobile across different sites or settings
SHARED RESPONSIBILITIES
This position will take shared responsibility with the whole WPE team -
· for ensuring strong integration, cohesion and quality across all WPE Programming through ensuring regular and clear communication and collaboration between sites and across the team on: activity planning, sharing resources, technical expertise, experiences and learning
PERFORMANCE MANAGEMENT PLAN
Key Objectives
Oversee and ensure the provision of basic case management and psychosocial activities for survivors of GBV and that there is a safe and confidential space to conduct these services in
Oversee and ensure activities that reinforce referrals mechanisms (internally and externally to IRC) for GBV survivors and the safety, security and confidentiality of survivors accessing referral services. This includes the development, maintenance and regular/timely updating of the service mapping and referral pathways and training of referrals service providers on the referral pathway and appropriate referrals with a focus on informed consent and confidentiality)
Oversee and ensure the community engagement and outreach activities are designed to provide communities with information on where women and girls can access GBV services and build GBV awareness, prevention, and community support for our programming and women and girls
Oversee and ensure the safe space is functional, accessible and welcoming to all women and girls and the activities are in-line with WPE guidance and best practice, and based on the interests, needs and priorities of women and girls
Provide staff mentoring and reinforce adherence to GBV guiding principles, WPE guidance, and best practices working with survivors throughout IRC’s WPE work
6. Ensure all relevant activity documentation, including activity work plans, reports, M&E tools, and purchase requests (PRs) for your site are completed accurately, submitted in a timely manner to set deadlines and followed-up on
JOB REQUIREMENTS
· Bachelor of Arts or Science in Social Work, Gender, Human Rights, Social Science, Public Health, Humanities or other related field, desirable
· Experience in supervising staff; specialized experience of supervising Case Workers, highly preferable
· Counseling or case management experience, including at least two years’ experience directly supporting women and/or girl survivors of abuse or violence
· Clear understanding of, and interest in, violence against women and girls, the well-being of women and girls, supporting their healing after the experience of violence, human rights, and gender
· Experience facilitating group activities, trainings and workshops and mentoring others
· Excellent communication skills
· Demonstrated understanding of and ability to maintain confidentiality and respect for clients/beneficiaries
· Positive and professional attitude, including ability to lead and work well in a team setting
· Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
· Computer literate, including Microsoft Word and Excel
· Fluency in English. In addition, Arabic, Farsi, Kurdish, Pashtu, Dari, highly desired.

· All WPE Snr Response Officers are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies
· Adhere to the Code of Conduct every day – in the site and in the community
· Maintain confidentiality
· While in transit sites, all IRC staff must wear appropriate IRC visibility
· Adhere to safety and security SOPs and processes, respect the communication trees and follow the instructions of the Security Focal point
TRAVEL: Travel will be expected to/from camps or sites of program implementation, and the office, as needed.
