BACKGOUND

Founded in 1933, the International Rescue Committee (IRC) is a global leader in providing emergency relief, rehabilitation, post conflict development, human rights protection, resettlement services and advocacy for refugees and other uprooted or affected by violent conflict and oppression. The IRC is committed to restoring hope, freedom, dignity, and self-reliance.

In response to the refugee influx into Greece, in June 2015 the IRC began responding in the Greek islands and expanded to Serbia to assist refugees during their journey through Europe. As a result of the recent border closures along the so-called "Balkan Route", the IRC has adjusted its programs to assist some 50,000 refugees stranded in Greece and several thousand more across other Balkan countries. The Europe Regional Response (ERR) programs in Greece and Serbia focus on protection; water, sanitation and hygiene; partnership and civil society development; and include distributions of non-food items and financial assistance to meet basic needs.

SCOPE

Situations of forced or voluntary displacement are often characterized by lack of or contradictory information, which can easily put people further in harms way. However if people receive accurate and objective information, that is culturally appropriate and relevant, then they will better understand their rights and conditions and will be able to exercise free and informed choices about where to live. The IRC is committed to transparent two-way communication between our organization and the beneficiaries we serve. In order to fulfill this commitment, the IRC establishes feedback mechanisms and information dissemination strategies in s many of the contexts we work on.

Refugee.Info (http://www.refugee.info/) is a tool, built by the IRC, through which humanitarian organizations provide vital information on asylum processes and services that are available to refugees, migrants and asylum seekers. Initially deployed in the Greek islands of Lesvos and Kos, Refugee.Info is now being expanded to 5-10 countries in Europe and the Middle East.

The International Rescue Committee and Mercy Corps are the co-leads of the project and provide technological, technical and coordination oversight to the platform.

The Project Coordinator will be responsible for the management of the project in Serbia. The Project manager will:

  • oversee the relationship between the co-lead organizations;
  • manage editorial and communication staff;
  • work with IRC, as well as partner organization's field staff to evangelize the use of the platform as one of possible interventions in urban and camp settings;
  • develop a feedback loop of features to be added to Refugee.Info;
  • provide monthly updates on suggested changes in the platform, analytics and social media impact; and define what new software features are to be added to the platform;

The Project Coordinator will report to the Project Director for Refugee Info, based in IRC's HQ; He or she will work closely with: the Regional Partnerships Coordinator, based in Belgrade, to develop and maintain the relationships with partners that provide the Refugee.Info team with content; and the Regional ICT Project Manager, based in Belgrade, responsible for the backlog of features to be added to the platform and work closely with the Greece Protection Manager and the Serbia Protection Coordinator on aligning Refugee.Info with information dissemination strategies and activities under the protection program.

The Project Coordinator will directly manage the Refugee.Info Social Media Manager, co-manage the Refugee.Info Senior Editor with their counterpart at Mercy Corps, and provide technical oversight into the work of Protection Liaisons embedded in the Protection teams in Greece and Serbia, who are responsible for engaging directly with beneficiaries and identifying their information needs.

RESPONSIBILITIES

Strategy

  • Redefine and implement the overall strategy of the platform; with particular focus on current operations, possible expansions, and increased roles of partners in the project
  • Redefine and implement the content strategy. In collaboration with protection staff, and ensure the harmonization of content across locations
  • Redefine and implement the social media strategy and create two work streams related to promotion of the platform and the feedback mechanism that is inherent of social media

Management

  • Manage IRC's Refugee.Info team composed of Editors, and Marketing specialists
  • Manage Refugee.Info content workflow and review process

Partnerships

  • Build relationships with volunteer groups, other humanitarian organizations, and private enterprises who are providing services to refugees in the EU region
  • Develop monthly communication reports to be shared with internal audiences, partners, and donors
  • Work on triaging features requested by partners to be added to Refugee.Info

Community Engagement/Representation

  • Attend and represent the IRC in Information Management and Communication with Communities coordination meetings, as well as other Working Group meetings as required
  • Attend and represent the IRC at tech conferences that focus on the current refugee crisis
  • Monitor media reports and humanitarian bulletins for content

Other duties as assigned by the Project Director.

REQUIREMENTS:

  • Bachelor in law, political science, social work, humanities or other related subjects, or equivalent protection programming experience;

  • 3-5 years of experience managing technical projects including 2 years implementing protection programs in emergency and conflict contexts;

  • Ability to work in a multi-cultural environment and travel as required to project field sites and meetings

  • Excellent interpersonal, oral and written communication skills; demonstrated ability to successfully work in a fast-paced environment within and across departments/functions/geographic locations, and develop positive relationships with locally and remote based staff

  • Excellent spoken and written English
