Job Overview/Summary:
The Grants Officer is directly supervised by the Director of Planning and Operations
The primary objective of the position is to provide day-to-day donor and foundation grants management support to IRC's Technical Units.
The Grants Officer will be expected to develop and maintain strong and effective working relations with the staff of the HQ Finance, Grants, Development, IRC UK, and Business Development Units, as well as the IPD Senior Budget Officer. The incumbent is also expected to provide regular training to TU Program Managers and Advisors on effective grant budget development and grants management.
Major Responsibilities:
Grant Proposal Development:
- Support grants coordinators to develop budgets in IRC and donor formats for review and submission according to IRC proposal review standards;
- Collaborate with grants managers to troubleshoot any budget development issues or excel challenges with proposal budget
- Review proposal budgets for donor and IRC policy compliance and to ensure no errors in linking/totals, correct ICR calculations, waivers received as applicable and make corrections
Grants Financial Management:
- Maintain list of active and pipeline TU-led grants
- Aggregate operating budget, 2% and monthly BvA data for portfolio review meetings (FM01 or other)
- Aggregate financial stewardship data for quarterly scorecard
- Track grant close under/overspend, including amounts returned to donors
- Generate TU-led BvAs via PQU automated systems and / or reviews ones produced by IRC automated system
- Ensure donor payments are being made per grant agreements and assist TUs in proper management of grant receivables/payables;
- Oversee close-out of grants and sub-grants - clearing in SUN, following up with sub-grantees
Subgrant Management:
- For any headquarters technical unit managed subgrants, ensure pre-award partner assessments are completed by appropriate parties in Finance and Programs;
- Work with grants managers to review sub-grant proposal budgets prior to Finance review;
- Oversees close-out of grants and sub-grants - clearing in SUN, following up with sub-grantees
Donor Financial Reporting:
- For grants without dedicated Finance Officers, prepare donor financial reports in donor format for non-USG and Development grants
Other:
- Collaborate with Director of Planning and Operations and Technical Unit leaders to provide consistent updates on financial performance of technical units
- Produces financial data chart / graphs as needed by PQU Director and Senior Grants Officers for budgeting and otherwise during the year
- Aggregates TU draft budgets and conducts analyses, as needed, for decision-making
Job Requirements:
- Bachelor's degree in financial management or business administration;
- 3-6 years of progressive finance, grants and/or budget management experience, preferably in the nonprofit sector
- Knowledge of financial reporting software and experience with SUN preferred
- Fluency in Microsoft Office Suite of applications. Excellent Excel skills a must;
- Demonstrated knowledge of key donor financial management requirements and systems, especially USG, EU, and UN;
- Exceptional attention to detail;
- Strong communication and interpersonal skills: demonstrated ability to work effectively across and within a large, complex non-profit organization, both laterally and vertically;
- Previous work experience in a multi-cultural international environment desirable
- Previous knowledge of US Government and European regulations highly desirable
- Flexible work attitude with ability to work highly independently yet meeting established, often tight, deadlines.
