Greece: Distribution Manager (preference for Greek citizens)

****BACKGROUND:****

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. At work today in over 40 countries, the IRC aims to restore safety, dignity and hope to millions who are uprooted and struggling to endure.

In response to the influx of refugees in Greece, The IRC Hellas has been working in Lesvos since June 2015, currently providing support to Middle East and North Africa refugees.

****SCOPE OF WORK:****

The distribution field manager is responsible for the implementation of the registration and distribution process. She / he will oversee the activities of the distribution team, act as primary focal point for partner, government and community coordination in the area of intervention, and lead field level reporting on her / hi sector.

Position objectives:

  • Oversee the registration process of program beneficiaries. Ensure the registration process is carried out in accordance with program guidelines. Act as focal point for community–level engagement
  • Lead the distribution including site prep, verification, distribution, crowd control and the handling of complaints.
  • Act as primary focal point for community and partner coordination regarding distributions. Represent IRC at local level coordination meetings and with community representatives when requested.
  • Ensure accurate and timely reporting for distribution field level activities.

This position reports to the Field Coordinator.

RESPONSIBILITIES:

Staff Supervision & Development

  • Supervises and organize distribution teams
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Ensure timely completion and submission of monthly timesheets, probations reviews and annual performance reviews for the distribution team.
  • Plan/coordinate and oversee staff workplans, work and vacation schedules, and staff training/development activities
  • If/as required identify staff performance issues and work with the direct supervisor to document and address these in accordance with the National Staff Employment Policies

Grant Planning & Implementation

  • Prepare and maintain/update detailed workplan(s) that support and achieve the overall grant timeline and completion date
  • Provide direction and monitor staff in their implementation of the workplan and quality of technical activities, share relevant information and direction to improve quality and achieve timelines
  • Oversee the registration process of program beneficiaries. Ensure the registration process is accurate and carried out in accordance with program guidelines.
  • Lead the distribution including site prep, verification, distribution, crowd control and the handling of complaints.
  • Act as primary focal point for community and partner coordination in the field. Represent IRC at local level coordination meetings and with community representatives
  • Ensure accurate and timely reporting for all field level activities.
  • If required, lead the initial needs assessment team to help the program gain a better understanding of the scope and location of the crisis.

Grant Monitoring & Reporting

  • Oversee the collection and compiling of key distribution data including registration lists, distribution lists and distribution reports.
  • Provide regular reports to the Field Coordinator

Coordination & Representation

  • Work closely and coordinate with IRC logistics, finance and grant staff to ensure timely and complete program activities and expenditures.
  • Undertake/participate in liaison, coordination, and information sharing activities with national NGOs, international organizations, and government at the local level or as required
  • Act as primary focal point for community level engagement

Other

  • Consistently and proactively monitor/assess the safety and security of the team; promptly report concerns or incidents to IRC management and liaise with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs
  • Other duties as assigned by the supervisor to enable and develop IRC programs

Professional Standards

  • All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.

****REQUIREMENTS:****

  • Bachelors degree in international development, operations or related fields
  • 3-5 years professional experience in program management, community - level engagement and core relief assistance.
  • Previous experience leading teams in humanitarian settings. Previous experience with community level engagement, distribution programming and security preferred.
  • Proven abilities in developing workplans, data collection and analysis and performance monitoring, team management, community engagement.
  • INGO experience preferred
  • Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, detail oriented, dynamic, results – oriented, flexible and able to handle pressure well.
  • Fluency in English and/or Greek preferred required. Knowledge of Arabic is an asset

WORK ENVIRONMENT:

This position will supervise the distribution teams working on a welcome site for refugees and will liaise closely with all local and international distribution actors working within the area. The candidate must be prepared to spend extended working hours due to the unanticipated refugees large flux of arrivals in what may be adverse weather conditions or stressful environments.
