Iraq: Senior Monitoring and Evaluation Specialist

IBTCI immediately seeks a Senior Monitoring and Evaluation Specialist for participation in a live task-order bid to the Mission’s Performance Management and Support Program for Iraq. The purpose of this task order is to supplement the monitoring and program management efforts of USAID/Iraq staff and to verify, monitor and support USAID program performance evaluation in Iraq.

The duties of this individual include the oversight, recruitment for, and participation in evaluations and assessments throughout the life of the task order. S/he will ensure that short-term technical experts and evaluation team members recruited under this task order are of a high caliber and possess commensurate technical expertise. It is expected that the Senior M&E Specialist will also serve as evaluation team leader for most evaluations conducted under this task order producing high-quality reports. S/he will also contribute substantively to the design and field testing of the evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks conducted under this task order. S/he will be expected to work with and supervise a local-hire field monitor coordinator to manage all day-to day aspects of the field monitors (e.g., training needs, work plans, communication, reporting). S/he will ensure and be responsible for making sure the field monitors producing timely and high-quality reports for USAID. This individual will also be expected to fill in for the Chief of Party when s/he is on leave.

Demonstrable experience doing significant coordination with broad general knowledge, experience in developing countries and skills to ensure professional consistency in spite of urgent deadlines;

Level IV English ability (fluent) is required (reading, writing and speaking);

The candidate must possess an advanced degree (e.g., international development, social administration or science, political science) in a relevant field

The candidate must have experience in the following areas:

  • Substantive experience in program performance monitoring for the improvement of ongoing project management; and report on achieving intended results;
  • Indicator development, data collection and analysis, data quality assessments, statistical methods and/or performance monitoring and/or reporting;
  • Substantive technical expertise in the design and implementation of evaluations of development interventions;
  • Familiarity and experience with evaluating compliance with gender policies and their implementation in the field;
  • Design and field testing of surveys, questionnaires, and/or other data collection instruments;
  • Previous substantive experience leading an evaluation team on international development evaluations; and
  • At least 7 years of relevant experience is required.

Preferred or desired experience and skills:

  • Experience conducting monitoring and evaluation activities in non-permissive, conflict-prone or post-conflict reconstruction environments; and
  • Written and spoken Arabic language proficiency.
