Background:
The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster affected communities. The IRC has been operational in Central Somalia (Mudug and Galgadud regions) and Mogadishu implementing interventions in the areas of livelihood, Governance, protection, GBV, WASH and health reaching out to more than 200,000 conflict and drought affected people.
SCOPE OF WORK:
Under the supervision of the Finance Controller, the Roving Finance Manager will be responsible for providing technical & Administrative support for finance and non-finance staff in the field offices in Somalia. The scope of work for this position includes but not limited to the following:
- Fills in gaps in Finance department in the absence of any Key finance staff in all field sites/offices in Somalia.
- The Roving Finance Manager produced accounting and financial reports as required for management.
- Conducts training for finance & non-Finance staff and provide technical support to program and logistics on IRC procedures and requirements, Donor rules and regulations.
- Assists with year-end documents and external audit preparations.
- Provides recommendation regarding systems and staffing in the field finance department.
- Managing all aspects of day to day operations of accounting department
- Assist in the implementation of finance policies, procedures and systems
- Ensure compliance with IRC procedures and guidelines
- Review all payment documents for proper and adequate back-up
- Review all expenditure worksheets for accuracy and completeness
- Review spreadsheets from field sites before uploading to sun.
- Conduct regular timesheets audit to ensure consistent adherence
- Give feedback to Field Finance offices regarding their monthly templates.
- In liaison with Logistics and Administration departments, prepare commitment lists every month for financial obligations already entered into but not captured in financial reports.
- Review bank reconciliation monthly from main office Cashier and field site.
- Liaison with bank on all banking issues.
- Forward to the Payroll Administrator every month, outstanding personnel advances for recovery.
- Advice and manage the financial aspects of the operational costs for the field offices,
- The person should also be available for the UN/CHF grants that insist that they want to have a person to meet in Somali for document verification and review.
Minimum Requirements:
- Bachelor’s degree in Accounting, or Finance or CPA or equivalent professional accounting certificate,
- Minimum of three (3) years of accounting and finance experience in NGO sector at Managerial Level
- Computer literate with significant experience in MS Excel, Word and Power Point,
- Proficiency in the use of SUN Accounting system
- Experience working with international development partners, international nongovernmental organizations (INGOs) and donors (in particular OFDA, ECHO DFID & UNHCR experience) is an asset.
- Must be Somali Citizen and Know Somali Languages,
- Required to travel in Somalia IRC field sites, the candidate should be mature, with stable personality and ability to maintain confidentiality.
