1.Introduction
The Cash Consortium is comprised of Mercy Corps, Danish Refugee Council, Norwegian Refugee Council and the International Rescue Committee and was formed in March 2015 with funding from the DFATD (Foreign Affairs, Trade and Development Canada). The CCI was formed with the specific objective of maximizing the impact of multi-purpose cash through a coordinated geographical coverage as well as harmonized implementation, targeting, and monitoring procedures. The CCI regularly shares learnings and lessons within partners and with the CwG. CCI partners have so far provided cash assistance to over 10,000 newly displaced households and conflict affected vulnerable households with both one-off emergency MPCA and multi month cash assistance across nine governorates including Baghdad, Kerbala, Salah-ad-din, Kirkuk, Dohuk, Ninewa, Diyala, Erbil and Sulaymaniyeh.
As the CCI portfolio grows, the CCI is looking for ways to improve and streamline its data management systems. This would allow for more efficient program implementation and analysis to find evidence-based recommendations on best practice.
The objectives of the consultancy are:
· Assess the existing needs and gaps in the CCI’s current information management system
· Provide recommendations on new platforms for mobile data collection, sharing and storage
If the newly-chosen platform does not provide adequate onboarding, training, and setup, the objectives for the second part of the consultancy are:
· Facilitate training of the staff of CCI partner agencies in the newly chosen platform
· Support the partner agencies’ IM staff in setting up new databases using the new platform and API integration of the new system with partners’ internal systems
2.Proposed Workplan
Data collection (Week 1)
· Discussions with CCI partner staff (Program, M&E, IM, Protection) about information management needs and gaps, and necessary system requirements
· Examination of existing databases and platforms
Analysis (Week 2)
· Research into platform options
· Drafting recommendations
· Drafting brief needs assessment report
1 week for feedback from CCI – Technical Working Group, Steering Committee
If the chosen system does not include adequate training, onboarding and setup support:
Setup & Training (Week 3)
· Work with the CCI Database Officer and Partner organizations’ IM staff to setup databases on new system using existing CCI forms
· Assist CCI Database Officer and Partner organizations’ IM staff in importing old datasets into new system
· Work with CCI Database Officer and Partner organizations’ IM staff to setup mechanisms to regularly export data from new system into partners’ native systems
Training (Week 4)
· Provide workshop for partner organizations’ IM, M&E, and program staff demonstrating data collection features of new system, and familiarizing them with the new data management interface
3.Expected Deliverables:
· Report on needs assessment, platform options and recommendations
· Setup of databases for CCI forms
· Setup of API or other system to integrate new system with partners’ native systems

5.Competencies
Professional competencies
- Proven 3-4 years experience in database or information management, preferably in a humanitarian setting
- Degree in computer science, information management, systems engineering, or similar
- Proven experience working on monitoring & evaluation in a humanitarian setting
- Knowledge of mobile data collection, particularly in low-resource environments
- Familiarity with ODK, KoBo, and Ona (XLS forms, API, SQL)
- Fluency in English, both written and verbal
