In recent years the region known as the Northern Triangle, comprising El Salvador, Guatemala and Honduras, have seen a dramatic escalation in violence by organized criminal groups. Homicide rates are among the highest ever recorded in the region and are as deadly as many contemporary armed conflicts such as Syria, Iraq and Afghanistan. Disappearances, forced recruitment into gangs, and the sexual exploitation of women and girls also form part of the pattern of violence. The overwhelming majority of survivors of sexual violence are between the ages of 10 and 19 years. The scale and severity of the epidemic of violence has caused people to flee their homes and seek international protection in record numbers. According to UNHCR roughly 164,000 refugees and asylum seekers have been forced out of the Northern Triangle of Central America (NTCA) with reports of over 700,000 internally displaced as of 2015.

IRC intends to conduct an assessment to ascertain where best to assist displaced persons in the Northern Triangle. The Emergency Unit will deploy a small team of experts, to identify gaps in the areas of protection & partnership development. The IRC envisages a humanitarian program in the region targeting refugees, IDPs and other affected populations, with interventions designed to relieve humanitarian suffering. The IRC anticipates delivering humanitarian programs directly and in partnership with local civil society organizations.

SCOPE OF WORK

The Regional Team Leader (RTL) will lead an exploratory mission, rapid needs assessment of the Northern Triangle. The RTL, with the support of other Emergency Response Team (ERT) technical experts, will first assess the capability/capacity of local government agencies, other organizations and local communities to effectively meet the needs of affected populations. The RTL will then collaborate with the Director of the Emergency Unit to design, resource and launch a programmatic response directly and in partnership with local civil society organizations. The Regional Team Leader must bring a senior leadership profile with a proven track record in managing emergency programming in the Northern Triangle region successfully.

The Regional Team Leader will report to the Director of the Emergency Unit in New York.

RESPONSIBILITIES

Emergency Response

  • Lead , oversee and coordinate an assessment of emergency needs in the Northern Triangle and develop a response strategy in collaboration with local government authorities, other humanitarian organizations as appropriate.

  • Assess existing response effectiveness and capacity to determine whether an IRC advisory role is sufficient, or if IRC should direct implement

  • Based on current response effectiveness and needs assessment, develop Strategic Engagement Plan including plan for advisory/direct implementation and recommendations of initial estimate for duration of IRC engagement

  • Design , develop, resource (people and funds) and implement emergency response program in the Northern Triangle that meet the emergency related needs of the affected community.

  • Oversee IRC's on-site humanitarian response including management of programs, operations, fundraising, external representation and transition planning

  • Ensure quality and consistency of program monitoring and evaluation processes to ensure and enhance program effectiveness and quality. Ensure that the active participation of affected communities is built into response programming.

  • Advocate with and/or advise peer agencies, local governments, donors and other stakeholders to influence responses to promote delivery of inclusive and high quality humanitarian services.

  • Oversee and ensure compliance with IRC policy, procedures and practices throughout the ERT and program; recommend emergency specific policy/procedures as required.

REQUIREMENTS

  • University degree in related field or equivalent experience.
  • 8 years experience leading complex on site emergency response projects and/or programs requiring extensive judgment and interpretation. Professional experience in the Northern Triangle region is required.
  • Demonstrated ability to influence peer agencies, local government and community leaders to work effectively towards a common and agreed upon result.
  • Demonstrated ability to evaluate and implement best practices and processes affecting multiple technical specialties to achieve rapid, consistent and high quality outcomes.
  • Experience developing, resourcing and leading large budget, complex projects spanning multiple technical specialties.
  • Fluency in Spanish and English
