Somalia: CONSULTANCY: TRAINING OF HEALTH WORKERS ON INTEGRATED MANAGEMENT OF ACUTE MALNUTRITION AND COMMUNITY MANAGEMENT OF ACUTE MALNUTRITION

1. Background/IRC Summary
The International Rescue Committee responds to the world's worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, the IRC offers help to people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future.

In Somalia, malnutrition rates are on the rise as evidenced by high Global Acute Malnutrition (GAM) rates due to erratic weather conditions (recurrent droughts and floods) compounded with ongoing conflict. Millions of people continue to be displaced and face extreme poverty thus predisposing them to food insecurity and consequently increased morbidities and mortalities associated with malnutrition. In response, IRC in collaboration with Ministry of Health (MoH) and other stakeholders are implementing different interventions to meet the country’s humanitarian’s needs. Since 2014, IRC has been supporting health facilities in Mogadishu, Banadir region to implement nutrition interventions including Outpatient Therapeutic Program (OTP) towards addressing acute malnutrition.

For effective implementation of the interventions, IRC plans to contract a consultant to train both the health workers and Community Health Workers/volunteers on Integrated Management of Acute malnutrition (IMAM) based on a community approach to enhance the linkages between the health facility and the community.

2. Main Goal
The main objective of the training is to enhance knowledge and skills of health workers and community health workers on the integrated Management of Acute malnutrition based on a as per the Somalia IMAM guideline.

3. Scope of work
The training will be divided into two sections, whereby the first section training will target health workers providing Stabilization Centre (SC), Outpatient Therapeutic Programme (OTP), Therapeutic Supplementary feeding Programme (TSFP) services. This training will focus on triage, treatment, referrals and nutrition supplies monitoring and reporting. This will encompass both theory and practice. The second section will focus on strengthening the linkage between the health facility and the community with emphasis on community mobilization and sensitization, follow up and defaulter tracing.

4. Specific Objectives

  • To equip health care workers and community health workers with the skills and knowledge necessary to implement IMAM program.
  • To improve skills and knowledge of health workers on reporting on IMAM indicators and analyzing of IMAM data to track progress performance and improve decision making.
  • To equip health workers with skills and knowledge for managing nutrition supplies.
  • To equip the community health workers with skills and knowledge for community mobilization and sensitization, screening and referral of IMAM beneficiaries and defaulter tracing
  • Develop an assessment tool to be used to gauge the impact of the training in relation to implementation and program performance.

5. Duties and Responsibilities of the Consultant:

Based on Consultancy goals and objectives, the consultant will;

  • Develop and design training materials including slides as per the IMAM guideline.
  • Coordinate with the Nairobi and field team to ensure full participation of participants and availability of resources to facilitate the training.
  • Assume overall responsibility for the training of the participants.
  • Write and submit a comprehensive report.

6. Deliverables

  • Initial inception report detailing the methodology of the training and the expected outcomes upon signing of the contract.
  • Training schedule and slides to be reviewed before proceeding to the field.
  • Provide training feedback at IRC/ministry of Health(MOH) at field level and at Nairobi level
  • Final comprehensive training report that covers a brief description of the training methodologies including a summary of any challenges encountered/lessons learned; and a thorough description of the training outcomes that mentions the methods/tools used to evaluate participants’ knowledge and skills gained. The report should be submitted to IRC within two days of completion of the training.
  • Submit assessment tools with the report that will be used to gauge the impact of the training in relation to implementation and program performance.

7. Education Required Skills and Experience

  • Qualification as a Nutritionist or Public health expert with extensive experience and knowledge on Nutrition in Emergencies including IMAM.
  • At least three years of hands on experience in conducting IMAM/Community Management of Acute Malnutrition (CMAM) trainings in Somalia.
  • Knowledgeable and experience working with Somalia Community Health Strategy is desirable
  • Good understanding of nutrition programming in general and emergency nutrition response in particular.
  • Strong presentation and reporting skills.
  • Knowledge of the local language is desirable.

8. Minimum criteria for submission of the proposal for the bid
The training consultant /institution should submit a technical and a financial proposal and is expected to demonstrate that he/she has a track record of not less than three (3) years of experience executing similar assignments. Qualifications are as specified in section (7) and proven experience in conducting such assignments should be demonstrated.

The consultant/institution to prepare and present an inception report, complete with a work plan of planned activities, to the Deputy Director of Programmes, the Senior Health and Nutrition Coordinator and Nutrition Manager for validation.

Contractual issues:
The IRC will provide the following at no cost to the consultant, in addition, the consultants are urged to consider the following during the application process:

  • Travel costs (to and from – Nairobi and within Somalia)
  • The consultant/team must comply with The IRC rules and procedures related to security and relations with the media
  • Security would be provided and organized by The IRC team.

Others
The consultant will work closely with IRC’s Deputy Director for Programs, Senior Health and Nutrition Coordinator and the Nutrition Manager, and liaise with the MoH and IRC partners in Mogadishu. The consultant will, otherwise, report directly to the Nutrition Manager with support from the Senior Health and Nutrition Coordinator, for the proposed duration of the consultancy.
