Somalia: CONSULTANCY: TRAINING OF HEALTH WORKERS ON INFANT AND YOUNG CHILD NUTRITION (IYCN) INCLUDING EMERGENCY CONTEXT IN BANADIR REGION, SOMALIA

1. Background/IRC Summary

The International Rescue Committee (IRC) responds to the world's worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, the IRC offers help to people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. In Somalia stunting rates are very high which is not only associated with food insecurity but also poor maternal and infant care practices as a result of inadequate health care systems, cultural practices, inadequate support for interventions towards promotion, protection and support for viable Infant and Young Child Nutrition (IYCN)interventions among others as evidenced by suboptimal MIYCN indicators.

In response, IRC has been supporting Banadir region to implement integrated health and nutrition interventions including IYCN. Knowledge gaps among health workers has been identified as one of the major bottlenecks that is contributing to suboptimal IYCN indicators both at the health facility and community level while Mother to Mother Support groups(MtMSGs) have been found to promote optimal IYCN practices though sharing of experiences and support for one another IRC thus plans to contract a consultant to train both the health workers and Community Health Workers/volunteers on IYCN for improved performance of IYCN indicators and sustainability of the gained results . Due the o the influx of IDPs who are settling in the camps, health workers need to be sensitized on Infant and Young Child Feeding in Emergencies (IYCN-E)

2. The goal

The goal of this training is to empower, health workers and community health workers (CHWs) with skills and knowledge towards promotion, protection and support for optimal IYCN interventions as per the WHO/UNICEF/MOH guidelines.

3. Scope of work

The training will be divided into two sections, whereby the first section will target health workers and Community Health Workers (CHWS) and focus on IYCN including key messages and formation of mother to mother support groups (MtMSGs), while the second section will focus on Infant and Young Child Feeding in Emergencies (IYCN-E) and include International Code on Marketing of Breast milk Substitutes. Different training methodologies will be used in both theory and practical.

4. Specific objectives

  • To equip health care workers and community health workers with the skills and knowledge necessary to promote, protect and support optimal IYCN interventions
  • To empower health workers with knowledge and skills to correctly define, understand, monitor and report IYCN indicators and track progress on performance.
  • To sensitize health workers on IYCN-E and International Code on Marketing of Breast Milk Substitutes including its monitoring
  • To equip health workers with skills and knowledge to support training of mentor mothers/facilitators of mother to mother support groups who will facilitate formation of the same.
  • Develop an assessment tool to be included in the report that will be used to gauge the impact of the training in relation to implementation and program performance.

5. Duties and Responsibilities of the Consultant:

Based on Consultancy goals and objectives, the consultant will:

  • Develop and design training materials including slides as per the WHO/UNICEF/MoH guidelines
  • Assume overall responsibility for the training of the participants
  • Write and submit a comprehensive report

6. Deliverables:

  • Initial inception report detailing the methodology of the training and the expected outcomes, training schedule including days and time, training materials including slides, and tools upon signing of the contract
  • Final comprehensive training report that covers a brief description of the training methodologies including a summary of any challenges encountered/lessons learned; and a thorough description of the training outcomes that mentions the methods/tools used to evaluate participants’ knowledge and skills gained. The report should be submitted to IRC within two days from the completion of the training.
  • Submit assessment tools with the report that will be used to gauge the impact of the training in relation to implementation and program performance.

7. Education Required Skills and Experience

  • Qualification as a Nutritionist or Public health expert with extensive experience and knowledge on IYCN including Infant feeding in Emergencies
  • At least three years of hands on experience in conducting IYCN trainings in Somalia.
  • Knowledgeable on the structure of Community Health strategy (CHS) and how it functions
  • Good understanding of nutrition programming in general and emergency nutrition response in particular.
  • Strong presentation and reporting writing skills.
  • Knowledge of the local language is desirable.

8. Minimum criteria for submission of the proposal for the bid
The training consultant /institution should submit a technical and a financial proposal and is expected to demonstrate that it has a track record of not less than three (3) years of experience executing similar assignments. Qualifications are as specified in section (7) and proven experience in conducting such assignments should be demonstrated.
The consultant/institution to prepare and present an inception report, complete with a work plan of planned activities, to the Deputy Director of Programmes, the Senior Health and Nutrition Coordinator and the Nutrition Manager for validation.

Contractual issues:
The IRC will provide the following at no cost to the consultant, in addition, the consultants are urged to consider the following during the application process:

  • Travel costs (to and from – Nairobi and within Somalia)
  • The consultant / team must comply with The IRC rules and procedures related to security and relations with the media
  • Security would be provided and organized by The IRC team

Others
The consultant will work closely with IRC’s Deputy Director for Programs, Health and Nutrition Coordinator, Nutrition Manager, focal person from the MoH and liaise with the IRC Field team in Mogadishu Somalia
