ORGANIZATIONAL DESCRIPTION: The International Rescue Committee (IRC) is one of the world's leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. The IRC has been working in Myanmar since 2008 and is committed to implementing quality programming to improve the well being of the most vulnerable populations in the areas of protection, health, livelihoods, and social development. IRC programming reflects a commitment to sustainable solutions, and believes this is achieved through participatory approaches such as community driven development, community disaster risk reduction, and capacity building of local partners. IRC in Myanmar operates an annual portfolio of $15 million, through the implementation of over 14 grants country-wide funded by 10 different international donor agencies. In addition, IRC prioritizes partnership with local civil society organizations, and currently manages over 22 sub-grantees. IRC Myanmar strives to produce quality reports that provide measurement of contractual goals and activities, but also includes analysis of context and dynamic needs of beneficiaries at the community-level. In support of its ongoing program development activities the IRC Myanmar is seeking qualified and motivated staff for short-term grants and proposal management support.

SCOPE OF WORK: Lead proposal development and act as team leader during a key period of proposal development. Specifically to support the development on the UN Peacebuilding Fund Concept Note and other urgent proposal development and grants management support needs as they arise.

Program Design & Proposal Development:

  • Lead proposal development initiatives in close collaboration with DDP, Senior Program Design and Grants Coordinator and sector leads; providing overall coordination function between HQ, IRC's global technical advisors, partners, finance, operations, HR, and program focal points to ensure smooth and timely proposal development experience;
  • Serve as team leader, and key writer for all proposals and proposal revisions specifically the development on UN Peacebuilding Fund and Joint Peace Fund Concept Notes;
  • Review and finalise proposal budget and budget narratives coordinating with Finance, Operations, Programmes and SMT for finalisation;
  • Work with Sub-Grants team to support partner engagement in proposal development process and related activities including due-diligence assessments as required;
  • Monitor major donor trends (policies, strategic directions, etc.) and funding opportunities through regular research and monitoring of information on relevant websites and/or other sources;
  • Support various aspects of project start-up, during the transition between proposal to project.

Grants Compliance:

  • Support grant compliance for all IRC grants as required;
  • Manage contracting for all new proposals with in-country, regional and HQ colleagues through OTIS;
  • Update grant management tracker and relevant grant tracking documents.

Capacity Building

  • Build capacity of IRC staff as well as staff of IRC's local sub-grantees/partners in grant compliance, grant management proper record keeping and drafting quality and accurate program reports through mentoring and training for program and field staff.

Management and Coordination

  • Act as team leader for the grants team during the period.
  • As needed, act as a liaison between IRC and its donors, partners, and/or headquarters.

KEY WORKING RELATIONSHIPS:

Internal: Senior Program Design & Grants Coordinator; Grants and Communications Manager; Grants Officer; Myanmar Country Director; Deputy Directors of Programs and Operations; M&E Coordinator; Sector Leads; Finance Controller; Field Coordinator IRC ACME Regional team (NY and UK), AMU focal points and IRC ACME Technical Assistance team (Governance, WPE, Economic Recovery and Development and WASH).

External: Donors and partners as required.

REQUIREMENTS:

  • Previous experience with IRC and in Myanmar essential.
  • Bachelor's degree in relevant discipline, Masters Degree preferred.
  • Demonstrated successful experience in donor reporting and compliance for key donors including USAID, ECHO, EuropeAID, UNPFA, 3MDG, LIFT, OFDA, UNOCHA, BPRM.
  • Demonstrated successful experience developing projects and writing proposals for institutional and private donors.
  • Demonstrable understanding of project planning and management cycles.
  • Demonstrable high-level performance management and team-working skills, with substantial experience in managing multiple donors.
  • Ability to work well under programmatic pressures.
  • Professional fluency in spoken and written English; able to communicate concisely and with impact.
  • Excellent computer skills, particularly in Word and Excel.
  • Flexibility to adapt to changing requirements.
