Position Description

IBTCI is looking for a full-time Finance & Administrative Manager to serve under the ongoing USAID-funded Accelerating Capacity for Monitoring and Evaluation (ACME) activity in Bangladesh that is held by IBTCI. The primary purpose of ACME is to develop and implement an M&E system for Development Objectives 2 (Feed the Future) and 4 (Global Climate Change).

This is a full time position based in Dhaka, Bangladesh. The position is open immediately for a long-term assignment concluding in February 2018.

Responsibilities

The Finance & Administrative Manager's responsibilities include, but are not limited to:

  • Manage day-to-day accounting and disbursement needs of the program;
  • Ensure the availability of funds and verify that all procurement actions are compliant with USG regulations, USAID policies, and IBTCI's financial management guidelines;
  • Report daily to the Chief of Party (COP) on financial, bookkeeping, billings, procurement, and office and staff security arrangements;
  • Oversee the local subcontractors for legal and accounting services including licensing and payroll processes;
  • Monitor staff compliance with ACME policies and Standard Operating Procedures and promptly report infractions to the COP; and,
  • Maintain office accounting and filing systems.

Requirements

  • Advanced Diploma in finance and administration or similar field from a recognized university/institution with a minimum of eight (8) years of relevant work experience.
  • Demonstrated experience in managing and maintaining full financial accountability of an organization with experience in bookkeeping and computerized accounting software.
  • Management experience – Lead and build teams, can operate with all levels of staff, mentor and coach others, strong interpersonal and relationship-building skills, high integrity, ability to influence others, initiative and drive.
  • Demonstrated experience and skills in all aspects of office administration and operational procedures.
  • Proven success in maintaining professional business relationships with service providers, with evidence of strong ethical negotiation skills.
  • Computer literate with significant experience in Excel, Word, and PowerPoint.
  • Experience with Quick Books accounting software.
  • Experience providing financial and administrative oversight support to USAID-funded development programs strongly preferred.
  • Fluent written and spoken English (FS level 4 or higher).
  • Bangladesh residency and citizenship is required.
