The IRC has been active in CAR since 2006 and has been implementing emergency response programs since early 2013. The IRC has two field offices in the north-west and central north - Bocaranga and Kaga Bandoro (and sub-office in Dekoa) - in addition to a main office in capital Bangui. Since 2007, it has built close relationships with local communities, community leaders, local authorities, and other local and international actors. Today, the IRC is one of the leading humanitarian actors working in the prefectures Ouham Pende, Nana Gribizi, and Kemo, implementing programs in health, women and child protection, economic recovery and development, and food security. The IRC has demonstrated its ability to successfully implement health and protection programming, improving beneficiaries' access to healthcare and providing survivors of violence with safe, confidential services to help them recover and reintegrate into their communities. The gained technical expertise, logistical abilities, and local knowledge and understanding has laid the foundation to expand and deepen these services to reach more people and respond to the emergency need at a greater scale as additional funding is secured .

SCOPE OF WORK: The WPE Manager will lead IRC's WPE/GBV programming in the Prefectures of Nana-Gribizi and Kemo and will be based in Kaga-Bandoro where IRC has a field office. She/he ensure that all programming are implemented in line with IRC's WPE/GBV Model. He/She will provide technical guidance, programmatic direction, and supervision to the WPE team and oversee all service delivery, direct and through national partners. He/She will be responsible for leading WPE assessments, programming design, implementation, building national staff and national partner capacity to provide services to women, girls and GBV survivors.

The position will be based in Kaga-Bandoro with regular travel to Dekoa and reports directly to the Area Program Coordinator with technical support provided through the Protection Coordinator.

RESPONSIBILITIES:

Program management and quality

  • Provide technical guidance, oversight and support to WPE interventions to improve the provision of quality case management and psychosocial support (PSS) services to meet the needs of women and girls in emergencies.
  • Lead the start-up of IRC WPE programming in new locations
  • Develop and lead training of WPE staff, partners, GBV actors and service providers in case management, GBV core concepts, GBV tools and resources, PSS, adolescent girls and women's empowerment approaches.
  • In coordination with WPE Coordinator and WPE Capacity Building Manager, support the roll out and integration of Clinical Care for Sexual Assault Survivors' (CCSAS) services into selected health facilities.
  • Lead development and oversee implementation of community-based, primary prevention activities to engage all community members including women, girls, men and boys in GBV prevention and risk mitigation.
  • Support and supervise implementation and security of programme databases and information management systems according to global GBV standards, including the use of the Gender Based Violence Information Management System (GBVIMS)
  • Contribute to and inform continuous analyses of programme and service delivery data for problem identification, programme planning and advocacy purposes and to identify trends and gaps in case management and service provision to help improve programming.
  • Support in the development and implementation of a Monitoring and Evaluation (M&E) system for all objectives, indicators and activities that is consistent across locations and feeds into evidence-based programming in collaboration with WPE Coordinator and M&E department.

Staff Supervision and Development

  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Recruit staff in conjunction with Human Resources Department and ensure Performance Management Plan for all staff is in place and followed up regularly.
  • Directly supervise WPE Capacity Building Manager and Senior Officers and hold regular performance reviews.
  • Ensure timely completion and submission of monthly timesheets, probation and annual performance reviews.
  • Develop and lead implementation of capacity building plan on technical and project management skills for WPE staff based on documented capacity needs assessment exercise.
  • Provide ongoing supervision, mentoring, training and technical support and guidance to WPE staff.
  • Ensure WPE staff understand and adhere to IRC Way and GBV and best-practice principles, including strict adherence to confidentiality.

Grant Management:

  • Ensure high-quality IRC and donor reports on activities, indicators and achievements.
  • In collaboration with WPE and Area Program Coordinator, manage program budgets, develop and maintain work, spending , procurement and M&E plans to ensure the program me is implemented according to schedule and budgets, and that program me objectives and targets are met.

Coordination, Advocacy & Representation

  • Build relationships with partners, government, other NGOs and UN agencies in Kaga-Bandoro/Dekoa to establish/strengthen appropriate GBV referral systems to ensure survivors access services in a timely and confidential manner and enhance multi-agency and multi-sectoral cooperation and coordination.
  • Coordinate advocacy efforts with other actors and sectors, to ensure specific measures are put in place to mitigate risks of GBV among in line with the provision in the Inter-Agency Standing Committee Guidelines.
  • Represent the IRC's WPE program at and coordinate activities with the GBV Working Group any other relevant coordination meetings as required.
  • Maintain cross-sectoral collaboration with other IRC units to ensure integrated programming and the most holistic support to beneficiaries.

Other

  • Undertake other relevant tasks as requested by the Area Program Coordinator and Protection Coordinator.

REQUIREMENTS

  • Bachelor's Degree in public health, international development, psychology, social work or other related discipline; Master's degree preferred.
  • 3 years of relevant overseas programme management experience, with at least 2 years of GBV programme management in emergencies experience.
  • Demonstrate clear understanding of gender, human rights and violence against women and girls.
  • Experience in working with and building national partner capacity on GBV.
  • Previous experience leading teams on GBV response and risk mitigation strategies in emergencies.
  • Experience facilitating trainings and workshops on responding to and preventing GBV.
  • Positive and professional attitude, including ability to lead and work well in a team setting.
  • Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
  • Knowledge, skills and experience in participatory methods of community development and mobilization.
  • Comfortable attending and facilitating meetings and representing GBV issues.
  • Excellent interpersonal and problem-solving skills, creativity and flexibility.

WORK ENVIRONMENT:

The position will be based in Kaga-Bandoro with regular travel to WPE programming in the Prefectures of Nana-Gribizi and Kemo. The security situation in Kaga-Bandoro remains volatile e with continued attention paid to the potential for growing instability due to the conflicts between armed groups who controls several locations in the areas. Accommodation is in shared guest housing.
