Project Overview:

IBTCI supports the Performance Management and Support Program (PMSP) in Iraq, focused on providing ongoing monitoring, verification, and evaluation support to USAID/Iraq. PMSP delivers timely qualitative, quantitative, and analytical information that assists USAID in meeting the agency’s short, medium, and long-term monitoring and evaluation objectives in Iraq.

The Evaluation Coordinator will directly coordinate PMSP’s evaluation operations and will report to the Senior Monitoring and Evaluation Specialist (SMES). The Evaluation Coordinator will coordinate the evaluation schedules, travel and tasks of the evaluation team members, track progress against defined targets, conduct data quality control and track the timely submission and quality of reports.

Additional responsibilities include: day-to-day management of information transfers between data systems and evaluation teams, working with PMSP managers to identify team staff M&E training needs, and assisting in the design, development and implementation of PMSP staff M&E-related capacity building activities.

The anticipated start date is early-September 2017. The ideal candidate is skilled in the monitoring and evaluation of donor-funded development and humanitarian assistance programming, staff capacity building, data system management, and has previous experience in a similar or equivalent role in Iraq.

Essential Duties and Responsibilities

Operating primarily from PMSP HQ located in Baghdad, Iraq (Green Zone), but with scheduled and unscheduled travel to regions of Iraq where activities are being implemented;

  • Provide management and oversight of all data collection field operations related to PMSP evaluations.
  • Manage PMSP data standards of quality, integrity, precision, validity, reliability and timeliness related to monitoring and evaluation processes defined in USAID ADS Chapter 203.3.11.1, “Data Quality Standards”.
  • Provide day-to-day management of information transfers between data systems and evaluation teams.
  • Help troubleshoot any unexpected situations which arise during the context of field data collection and keep Chief of Party and SMES apprised of such situations on a daily basis.
  • Stay abreast and advise the Chief of Party and SMES of security conditions on the ground and those effects on evaluation plans.
  • Ensure all evaluation teams submit timely reports in accordance with PMSP reporting timelines.
  • Support the SMES to analyze and evaluate data and prepare reports.
  • Liaise between PMSP and Iraqi authorities whenever needed.
  • Work with PMSP managers to identify staff M&E training needs, and assist in the design, development and implementation of PMSP staff M&E-related capacity building activities.
  • Other tasks as directed by the Chief of Party or SMES

RequiredKnowledge, Skills and Abilities:

  • Previous experience providing technical support to third-party monitoring projects, M&E support projects, or evaluations.
  • Previous experience conducting quantitative and qualitative field research in conflict zones is desirable.
  • Previous experience working on programs implemented in contested regions in Iraq.

Minimum Requirements:

  • Must have at least 5 years of experience in the humanitarian, transition, or development field, including extensive use and application of qualitative and quantitative inquiry methods and results.
  • Must have previous experience working on evaluation and data collection initiatives in Iraq.
  • Must have a university degree relevant to the work.
  • Must have excellent oral and written communication skills, analytical skills, interpersonal skills, computer skills, and team management skills.
  • Ability to interact with public, private, and civil society leaders and groups concerning data collection and surveying for project verification and monitoring.
  • He/she must be Iraqi.
  • Fluent in written and spoken Arabic and English

Education:

Must have a university degree relevant to the work (i.e.: International Affairs, Social Science, or a related field).

Working Environment:

Work is typically performed in an office environment. Operating primarily from PMSP HQ located in Baghdad, Iraq (Green Zone), but with scheduled and unscheduled travel to regions of Iraq where activities are being implemented.

Physical Requirements:

This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility:

The Evaluation Coordinator will directly supervise field evaluation teams (made up of 2-5 members each).

Travel:

Routine scheduled and unscheduled travel to regions of Iraq where activities are being implemented.
