Your Mission:

The assessment’s overall objective is to inform the design of IRC’s WASH intervention strategy in the southeast. Its specific objectives are to better understand the current landscape of WASH service provision in southeastern Myanmar, and to identify entry points and programme approaches for IRC support.

Your Job Scope includes but not limited to:

The assessment will take the form of a situation analysis, focused on a review of key documentation and key informant interviews with key WASH stakeholders.

The methodology proposed involves two stages:

Literature review:

The literature review will aim to appraise the current status of WASH needs and WASH service provision in southeastern Myanmar. Key areas to review include:

· Relevant government WASH and health sector strategies (e.g. national strategy for rural water supply, sanitation and hygiene)

· Relevant documentation on UN and coordination body initiatives (UNICEF country strategy, UNHCR documentation on refugee return)

· Available data on WASH needs (2014 Census, 2015-2016 DHS survey, NGO/CSO reports)

· Available data on service provision (e.g. Asia Foundation reports on service provision in ethnic areas, UNDP reports on local governance)

Key informant interviews:

Informed by the results of the literature review, the consultant will conduct face-to-face interviews with key informants in Yangon, Loikaw, and Hpa-An. Key informant interviews will focus on:

· Local government service providers (Ministry of Health and Sports, Ministry of Agriculture, Livestock and Irrigation, General Administration Department)

· Ethnic armed organization service providers (KNU, KNPP, NMSP health and development services), including gender/women’s focal points where relevant

· Local CSOs focused on the delivery of WASH and health services (including the Myanmar Red Cross Society), including gender/women’s focal points where relevant

· Local CSOs without a current WASH focus but with complementary strengths in gender and social inclusion

· Private sector organisations involved in the provision of WASH equipment, financing for WASH services or other relevant sectors

· International actors focused on WASH provision (UNICEF, UNHCR, INGOs)

The successful applicant will:

· Lead the design of the assessment, including (ToR), sampling approach, and the development and piloting of appropriate questionnaires, interview guides, etc.

· Conduct literature review and primary data collection

· Lead data analysis.

· Draft final report.

· Coordinate with IRC’s Myanmar and global WASH and gender technical teams throughout all stages of the project

The required deliverables for the assessment will be as follows:

· Assessment ToR detailing study design, methodology, workplan, and support required

· Tools for data collection

· Transcripts and other relevant data collected

· Draft report

· Presentation of report to IRC Myanmar senior management

· Final report
