The IRC's Emergency Unit The IRC's Emergency Unit leads or oversees IRCs global emergency preparedness and response activities. The mission of the Emergency Unit is to help meet the immediate survival needs and reduce suffering in conflict or disaster affected populations during the acute phase of an emergency. The Emergency Unit also works in protracted emergencies, where the risk to life may be reduced but the population is still subjected to rights abuses and a lack of basic services.

The Emergency Unit is also charged with enhancing the IRCs global and country level emergency preparedness capacity. We do this by supporting the development and training of Country Emergency Teams, assisting in the development of emergency focused partnerships with local civil society organizations, maintaining regional and global capacity to rapidly identify and deploy qualified emergency response personnel and supporting country-level contingency planning.

Job Overview/Summary: Under the direct supervision of the Emergency Accountability Coordinator, the Program Assistant will play a driving role in the classification of new emergency events (e.g. conflict or mass natural disasters, etc.) for the IRC, through the Emergency Unit's Classification System. The classification of a crisis is what informs if and how the IRC will respond to a new emergency. This involves gaining in-depth understanding of the system and the collection of accurate data to generate classification reports. Requests for classification will come from several sources around the organization, including but not limited to Country Programs, the Director of the Emergency Unit, the Preparedness Team, and the Emergency Qualitative Data Analyst.

The Program Assistant will also support the Emergency Accountability Team's work to ensure IRC's emergency responses meet minimum requirements for accountability to affected persons. This will be achieved through supporting the roll-out of new accountability toolkits across the organization, maintaining Sector Toolkits for Emergency Programs and feeding into the Needs Assessment process through working on Preliminary Scenario Definitions (among other initiatives). The Assistant will also serve as an admin focal point for the Emergency Accountability and Analysis Team. This position is ideal for someone interested in working with data, understanding global humanitarian trends and who is detail oriented.

The Program Assistant will be a part of a six person team that sits within the wider Emergency Unit.

Major Responsibilities Humanitarian Analysis

  • Responsible for the classification of all emerging crises through the Emergency Unit's Classification System - respond to requests for classifications, collect relevant population figures to run classifications, track crises and disseminate classification reports to relevant audiences.
  • Participate in drafting Preliminary Scenario Definitions - a write up completed to brief response teams on context and overall humanitarian needs and access in new crises to which the Emergency Unit will be responding.

Emergency Accountability

  • Work with the Emergency Unit's Program Assistant and response teams to track the completion of the Accountability: Big Five in each emergency response (Big Five: needs assessments, response strategies, feedback mechanisms, monitoring and real time evaluations).
  • Track progress towards completion of the Emergency Accountability Leadership strategy which seeks to put management's voice behind the importance and position of initiatives around accountability in emergency responses.
  • Assist in the up-keep of the Sector Toolkits for Emergency Programs (liaising with focal points to update content, etc.).
  • Support facilitation of new staff orientations on the classification system and accountability, as requested.

Communications

  • Work with the Communications Manager to develop communications materials around new Emergency Accountability Toolkits (e.g. a video, presentation materials, handouts, etc.).
  • Manage the communications plan for and roll-out of the Emergency Accountability Toolkits to ensure audience appropriate initiatives and that they are disseminated throughout the organization.
  • Responsible for proof reading accountability and analysis reports prepared by the team, etc.
  • Manage the Accountability and Humanitarian Analysis pages on the IRC's intranet (RescueNet) by ensuring up to date content is added.

Administrative

  • Assist in the preparation of funding proposals for the Emergency Research Theme.
  • Provide general administrative support to the Emergency Accountability and Analysis Team.
  • Assist in planning bi-annual team retreats as well as accountability-focused trainings.

Key Working Relationships Position Reports to: Emergency Accountability Coordinator, Emergency Unit Works closely with: Emergency Unit Staff: Associate Director, Research & Accountability; ERT Emergency Accountability Coordinators; Qualitative Data Analyst; Program Associates and Digital Communication and Design Manager.

Requirements

  • University or Master's degree in public health, social sciences, statistics, international development or other relevant discipline
  • 1-2 years of work experience in humanitarian or development assistance.
  • Experience with quantitative data analysis.
  • Ability to research, analyze, write and edit documents on deadline.
  • High attention to detail and ability to manage multiple, competing deadlines and priorities in a fast-paced environment.
  • Interest in working on and maintaining a diverse portfolio of work.
  • Ability and interest in working as part of a team and towards achievement of shared goals.
  • Excellent interpersonal communication skills and ability to work in a multi-cultural environment.
  • High comfort level in all standard PC office software such as Word, Outlook, Excel, PowerPoint.
  • Excellent oral and written communications skills (English) required.
  • Multi-lingual skills advantageous - with priority placed on French and Arabic.
  • Statistical analysis skills advantageous.
  • Work experience in global emergency contexts advantageous.

Working Environment: Standard office work environment. _
